[Feature] - Add NOT_EQUALS_FULLY matcher to Configuration Server Scope Wizard

The [Scope Wizard](https://inspectit.github.io/inspectit-ocelot/docs/config-server/scope-wizard) does not contain the `NOT_EQUALS_FULLY` (see https://github.com/inspectIT/inspectit-ocelot/pull/1242).

**Describe the solution you'd like**
Add the `not equals fully` and `not equals fully (ignore case)` to the Scope Wizard.
