Introduce a set of client resource type scopes to allow fine-grained control over client credentials when delegating client administration.

The level of access should consider:

• Allow managing client credentials. For instance, changing the client authentication method.
• Allow regenerating secrets
• Allow regenerating registration access token

Perhaps allowing the management of client credentials should give access to any credential management operation.
