This is a follow-up on this: #41007

It'll allow to have a parent telemetry- option for specifying headers for all OTel components we have (traces, logs, metrics). Most often, those are used for the authorization of pushing these data to observability backends.

Value Proposition

Ability to specify headers for the OTel collector for all OTel components, and specifically logs+metrics.

• Provide a general telemetry- option for headers
