Is this project still maintained?

You don't actually need the DLL to talk to SimConnect, but can do it over TCP. This project is in Java and shows how to do the networking. I've got a prototype working on my linux laptop dumping position to the terminal and allowing teleportation (MSFS 2020). Before I fork and go crazy getting VFR map running on linux, I wanted to see if this project is still maintained and I should plan on flowing the changes back in.
