Problem description
If my understanding is correct that - (1) means "no reviews, 1 abstain", then shouldn't this proposal not appear when asking for proposals with 1 review?
The consequence of this is that talks that get abstains are biased to get less reviews, because they won't appear at the top of the list for talks with the least number of reviews.
Similarly, should the same logic should be used if talks receive a review with "no score" or an "optional" score?
