Description of Issue:

Currently, we have no process for reviewing talks.
Proposed Solution:

Have a talk review process for guest speakers, large group talks, project presentations, and bonus sessions, including:

• Slides must be sent at least 24 hours in advance
• Presentations containing live demos must provide a summary of what will be shown in the demo and what data users can send
  • Potentially check live app for security issues first
• All presentation material must comply with the Code of Conduct

In addition, we could possibly move some talk guidelines such as "Sensitive Topics" and "Live Demos" from the bylaws to here
