As a contributor in open source, I would like to be able to assign myself to an issue.

Currently, this works if you comment on the issue or make a contribution, but it does not work if you have not made a contribution.

As a maintainer, I want a bot to check in on issues that are getting stale and unassigned them.

This would happen before closing the issue. Basically, I want to put the issue back in the state where it is up for grabs.
