Rollover issue

The active budget/fiscal year is defined in the organisation: field current_budget_pid. We can easily change it, but all librarians have to de-connect/reconnect so that it is effective. In case of a rollover, this is not possible, this would cause errors.

Improvement suggestion

Changing the fiscal year in the organisation should be directly effective for all users.
