  1. First commit on draft-22 

    - However, we don't actually do draft-22 yet, it's still draft-20. Already switching because we want to build our new docker container with the new branch so it'll stay relevant a while

- Main change that needs to be done is changing the salt and adding to supported versions. And of course implementing all the draft-22 stuff, mainly the new CID length handling + HTTP/3 priorities changes
