Guest-specific operations fail on Apple Silicon #31

I'm not sure if this is an Apple silicon issue, or a misconfiguration issue. However, I am consistently receiving this error:

Guest-specific operations were attempted on a machine that is not
ready for guest communication. This should not happen and a bug
should be reported.

So I decided to do what I'm told and report a bug. Interestingly, vagrant ssh works just fine, it connects me to the expected VM, and I can navigate it as expected. However, when I do connect via vagrant ssh I can see that my sites have not been mapped, and the machine overall has not been provisioned. I am on the main branch in this example, due to the error described here. However, this seems to replicate in the release branch as well.
