Jazz metrics shows error when filter view by time range month/year

Steps to Reproduce

1. Create service
2. View the created service
3. click on metrics tab
4. click on filter icon
5. select time rage to month/year (with period 15 min)

Expected behavior: Need to show the metrics graph

Actual behavior: Oops!
Something went wrong while fetching your data

Reproduces how often: Always

Additional Information

While filter the metrics by time range if the range in month/year need to change the period above 1hour
