Is your feature request related to a problem?

The default config-site file for windows makes assumptions about the visit-deps/windowsbuild directory being available, which causes problems if TPL location is different.

The TPL build scripts should create a config-site file pointing to the INSTALL location of the build tpl libraries, and setting any other necessary CMake vars for a successful build of VisIt without the visit-deps/windowsbuild directory being available.
