Leonid Khromov was born on October 29, 1980 in Kyrgyzstan (Frunze, now Bishkek). In 1994 he moved to Russia. In 2008 he founded the musical project Leonardo Velconte (is a creative pseudonym). In 2011 he founded the production company Leonid Khromov Production, which organized events. Since 2019 he begins acting as an actor in various film and television projects.
In 2020 he founded a new production company O29 Production, which began developing international film awards and film projects. In the same year he founded the Long Key International Film Awards, and a year later in 2021 he founds a new international film award for professional actresses Actress Universe.
