It's LARDASS, punk!
I had a difficult time reviewing this movie.
On the one hand, it was another opportunity to see Debbie Rochon.
On the other hand, I would have liked to see her in something else.
On one hand, I have to cheer for a movie that includes a role that I can actually play. Lardass rules!
On the other hand, I really got grossed out when the diaper gang guy pooped in his pants. Yech! On one hand, I can certainly cheer a superhero that takes breaks to have sex with his wife (Heidi Sjursen).
On the other hand, I am deeply offended at the multiple uses of the "R" word for the developmentally disabled. I consider that as offensive as the "N" word.
One one hand, I like Dolphin Man, The Vibrator, Masterbater, Sgt. Kabukiman and Mad Cowboy. That's some interesting superheros.
On the other hand, the are some really outrageous scenes in this movie that will certainly be offensive to many.
On the one hand, Tromas TV was hilarious.
On the other hand, this movie, while outrageous, was no worse than watching Borat: Cultural Learnings of America for Make Benefit Glorious Nation of Kazakhstan, so I'll give it the same rating.

This Movie Rules!!!!
I can see how some people may not like this film due to the fact Troma Movies are an acquired taste. With that said, Citizen Toxie is one of the best independant films I have seen to date. It's a classic horror comedy with a superhero twist. Nudity, gore, and violence. Whats not to like? In my opinion, director Llyod Kaufman gave fans of the series what they had wanted for years. After Toxie II and III (which were suppose to be one movie but due to its length was made into two) this movie is a welcome return to what made the first Toxic Avenger an instant cult classic.
The first great B-movie of the 21st century
Holy Christmas!! what did we do to deserve this? Personally, I had given up on a watchable sequel to The Toxic Avenger, what a pleasant surprise, It makes me giddy just thinking about it. Citizen Toxie was exactly what should happen, post Terror Firmer. After the ultimate Troma experience, this was really the most logical, next step, considering Terror Firmer was about the making of a new Toxic Avenger sequel. Well, this is it...
Our long-awaited (real) sequel begins with the most hilarious, most outrageous, first 30 minutes in cinema history. Upon his triumphant return, Melvin "Toxie" Ferd wipes out the diaper mafia, accidentally gets a bunch of retarded ( very special) children shot, impregnates his wife, and unknowingly falls into an alternate dimension. Not a bad warm up. It really feels like the movie has barely started. With an alternate dimension, of course, comes an alternate Toxie. Meet the Noxious Offender, sadistic, killer, crack dealer, just a flat out heel...oh yeah, did I mention, he's now in Toxie's dimension, and he's about to kill virtually, everyone in Tromaville? With most everyone now dead, and a new breed of super hero's trying to make sense of things, Tromaville, along with Toxie's wife, Sarah, belongs to The Noxious Offender. Meanwhile, in Amortville, Toxie, and his retarded (very special), new friends, are awfully concerned, they can't find their houses, there's crime everywhere, come to think of it, this is a cesspool of filth, I don't think were in Tromaville anymore. What follows is the absolute, wildest, most out of hand, unpredictable day in the history of Tromaville...I mean Amortville.
Citizen Toxie is an unexpected, offensive, fast-paced, bat out of hell, but, of course, still has "that Kaufman silliness". We even got our favorites, Lemmy, Debbie, Fleishaker, even our pal, Ron Jeremy pays us a visit. A decent B-movie, not to mention, a masterpiece of a B-movie is quite refreshing, in our current decade. Too bad John Waters doesn't have Lloyd's attitude, and stop making quirky, pseudo-taboo, upbeat, comedies, like Pecker, and do what he's on this planet to do, but that's another story for another day. Citizen Toxie, unlike the first two sequels, stays true to the original, but with the same hard hitting, mean-spirited attitude of Tromeo & Juliet, and Terror Firmer. Our hero, Lloyd Kaufman gives his fans exactly what they crave, more than anyone else. If Toxie 2 and 3 depress you, and if Kaufman's most recent work excites you, and if you love the monster hero, then, Citizen Toxie will leave you in a teary-eyed stupor. Now, that's more like it!! 10/10

By FAR The Best Of The Toxic Avenger Sequels.
After going through the chore of sitting through Toxic Avenger II & III...Citizen Toxie is a welcome reprieve.
As it is BY FAR the best sequel in the series.
It has some truly entertaining characters incorporated into what is really quite an excellent sci-fi horror storyline.
Including a bunch of cameos from the likes of Lemmy, Ron Jeremy, Corey Feldman, Hugh Hefner, and even Sergeant Kabukiman, NYPD.
In this installment, a mishap at a school for the disabled renders Toxie stuck in a bizarro alternate dimension.
Where he has swapped places with his anti-alter ego, in the form of the Noxious Offender.
So, he must not only save anti-Tromaville...but find a way to make it back to his own dimension, before the Noxious Offender ruins his reputation forever.
The whole thing is a wild, silly, sex fueled, gore-fest, that is chock full of the controversial low brow comedy which made the first film so great.
It manages to stay true to it's core: as b-grade, special effects filled, schlock.
While not getting too lost in the absurdity (like the previous sequels did).
It falls perfectly into that goldilocks zone.
Where it strikes the ultimate balance between narrative coherence and complete batshit insanity.
Making for one helluva wild, and highly entertaining, ride you are definitely not going to want to miss.

a very good movie of very bad taste
this is the best installment of the toxic avenger series,and its the best troma movie i have ever seen, it has large amount of gore,good dialogue,good actors,good plot etc.etc... and there are other super heroes in this movie as well,like sgt kabukiman n.y.p.d and the dolphinman,i will give this film 100/100.
