Bump again toolchain version.
The 2.1.0 version I previously build and uploaded to SF did not finish perl build. Completely rebuilding toolchain, including recent modifications, fixes it.
Upload of toolchain to SF for both x86_64 and i486 will follow shortly.

+We do not check the return value of sysfs_get_ll() now. It is wrong.
+If reading of the sysfs "degraded" key does not succeed,
+the "new_degraded" variable will not be initiated
+and accidentally it can have the value of "degraded" variable.
+In that case the change of degradation will not be checked.
+
+It happens if mdadm is compiled with gcc's "-fstack-protector" option
+when one tries to stop a volume under reshape (e.g. OLCE).
+Reshape seems to be finished then (metadata is in normal/clean state)
+but it is not finished, it is broken and data are corrupted.
+
+Now we always check the return value of sysfs_get_ll().

Fix tests after binutils-2.22 upgrade.
This does mostly the same resulting change as upstream but a patch on Makefile.am would not work due to automake-1.11 not found (1.12 is installed)
Remove .bak on previous sed, only help during testing
Add -k to make check, so tests continue even after a failure
Let the tests not break the build. This only loose time when only the issue is only in test suite.

Upgrade pkgconfig to 0.27
This match what LFS do and solve a configure warning in udev,rsyslog
configure: line xxx: --variable=systemdsystemunitdir: command not found
another configure warning in ncurses-5.9
configure: WARNING: did not find library none/lib/pkgconfig
but add some compilation warnings (probably in the now include glib part)
and this configure warning that should not hurt
./configure: line 8473: ./po/POTFILES.in: No such file or directory

Upgrade ccache to 3.1.8
I haven't find a reason not to upgrade.
The only difference I saw is very minor in some stats results :
- a few units less in 'cache hit (direct)',
- same few units more in 'cache hit (preprocessed)'
- 'called for preprocessing' number alignement fixed
