fix: skip start in the background if started

update version to 0.4

feat: dynamic import user configuration and update version

version 0.2.0 to 0.3.0.
It's unnecessary use `make sync` or `make install` as Post-update hook to install
Rnvimr lib or user configuration.
It will cause this error 'Post-update hook for rnvimr ... Exit status: 2'
