Digimon Story: Time Stranger[edit]

Dr. Kuga was initially an incompetent assistant of Monica Simmons, first appearing as an unnamed NPC in Akihabara muttering about going to Shinjuku Park soon and buying a drink for Simmons. He was present during the initial Digimon attack against the human world where he was seen incompetently following orders from Dr. Simmons. 8 years later, his former boss left Public Security over disgust of their cruel actions towards Digimon, and Kuga became their lead scientist under the D-SAT subdivision led by Kuroi Shota. Unlike Kuroi and Kosuke, he did not work for D-SAT out of personal sentiment against Digimon, but merely a desire to surpass Dr. Simmons. He was responsible for extracting numerous Digicores to fuel the anti-Digimon robot, the Giant Slayer.

As Yuki Dan/Yuki Kanan is about to break Vulcanusmon out of his lab after travelling back in time in "No Cure for Stupidity", Dr. Kuga finds them, then leaves in anger after learning the Agent works with Dr. Simmmons. Afterwards, he tries to prevent their escape by piloting a Power Loader suit.

Power Loader in Digimon Story: Time Stranger

Power Loader is the final boss of "No Cure for Stupidity". As it isn't a Digimon, it has the No Data Attribute and has neither weaknesses (beyond attacks that deal bonus damage to enemies of the Machine Gene) nor resistances. It gets three turns in a row per round. It can use Tear Gas Bomb (lowers ACU of the entire party), Pulse Gun (Electricity damage and Paralysis to one Digimon) and Grenade Launcher (Fire damage to the entire party). After reducing it to low HP, Dr. Kuga will use his anti-phase electron bullets as the A.D.V. Grenade Launcher attack (high fire damage to the entire party, multi-hit) but the barrel of the Power Loader won't be able to stand the recoil. This causes him to lose his entire next turn due to shock, and prevents him from using Grenade Launcher afterwards. Power Loader cannot use A.D.V. Grenade Launcher more than once.

After the Agent's party destroys the Power Loader, Dr. Kuga gives them a message for Dr. Simmons, that he'll have the Giant Slayer activated in no time even with a drop in power output, and then he'll never be under her again. He then limps away, only to be apprehended by Shiroki Asuna off-screen. During his interrogation, Kuga told her that Dianamon provided Digimon for him and taught him how to extract their Digicores. He was then let go, but not before releasing more than 13 Kuramon containing logs of his jealousy towards Simmons all over Shinjuku.

Dr. Kuga is hinted to be the writer of the secret D-SAT files the Agent and Sagisaka Hiroko find in the side mission "In the Palm of an Unknown Hand". There, he complains about "Yuuya" being chosen as the successor over him, despite his IQ tests, and how he despises Simmons and Yuuya both.

During the side mission "Silent Envy", Dr. Simmons sends the Agent to hunt a group of 13 Kuramon that Dr. Kuga let out in the Material World. Each time the Agent defeated one, they obtained a "Dr. Kuga's Core Dump", where he complained about Dr. Simmons and wondered what made her better than him, until he realized he lacked actual ambitions. His ravings left even Dr. Simmons in awe of how envious he was. Clearing this gives the player the "Silent Envy" trophy/achievement.

Anti-ParadoX[edit]

A version of Kuga from an alternate timeline plays an important role. Following the Shinjuku Inferno, Kuga was recruited by Dr. Simmons to help her come up with a way to defeat Parallelmon. However, while they are working, Kuga becomes frustrated at Dr.Simmon's reluctance to act, feeling that despite her talent, her hesitance makes her unbefitting of a scientist. This leads him to steal the data they had collected on Parallelmon and flee, intenting to use it himself in orer to defeat the creature himself. Shortly after this, he encounters Parallelmon and is sent to the Akashic Backdoor. While there, he encounters JESmon X, Magnamon X, Ulforce Veedramon X, and Gallantmon X, all of whom seek to take Parrallelmon's data for their personal goals. As the X-Antibody digimon fight with each other, Parallelmon appears and uses the distraction to fire an Absrbant Bang at Kuga. However, DORUmon managed to jump in fornt to Kuga, saving his life, though he is still knocked unconsious. Kuga wakes up following Parallelmon's defeat, being warned by Asuna that he will pay for his actions before returning to his proper timeline.

  • During the side mission "In the Palm of an Unknown Hand", files hinted to be written by Dr. Kuga complain about a "Yuuya" being chosen as the successor over him. As no character with such a name appears in Digimon Story: Time Stranger, and considering Dr. Kuga's last name, this is likely a reference to Kuga Yuuya, the successor as the CEO of GIGO Company in Digimon World Re:Digitize. Whether he's truly part of the same Kuga family or not in the context of the game is unclear however and seems impossible as Re:Digitize and the modern Story games happen in different, if interconnected, universes.
