Mr. Petrov is a character featured in the Game Boy issue "Pipes is Pipes". He is the owner of an amusement park in Seaside Heights.
At the beginning of the story, Mr. Petrov is ordering Herman Smirch to clean a clown's display head. When Herman refuses to let Michael Hallis borrow his Game Boy, Petrov dismisses him as a loser and suspects he has something to hide to be working at an amusement park at his age. Michael points out Herman appears hypnotized (which he literally is) and Petrov answers that "he does that sometimes".
Mr. Petrov is not seen for the remainder of the issue, although he was presumably evacuated with the rest of Seaside Heights' population due to the nuclear power plant situation.
