PREFACE
Praise to Allah SWT for all the abundance of grace, taufiq, and hidayah so that
author can finish this paper with the title “Combating Poverty Due to Natural Disasters”
smoothly. During the process of writing the author got a lot of help from other parties so
that this paper can be solved optimally. So on this occasion the author wanted to convey
thank you very much to all those who have helped especially to the lecturer in TPB that
has guided me in completing this paper in the process of completion.
The purpose of this paper no other is to meet the final course TPB, as well as the
meaning of our learning so I can better understand things related to Food wasting.
So, hopefully this paper can be useful for broad and inspiring range of new ideas as
solutions to problems related to matters concerning the production and consumption of
food. The authors realize that this paper is still far from perfect, therefore I as the author
feel flattered if the readers can give criticism and constructive suggestions so that this

CHAPTER 1
INTRODUCTION
1.1 Background
Water is important for life of all living things. However as the passage of the
increasing of human population in the face of this earth, certainly the need for water
will increase a lot, followed by the need for food and energy. But the problem is when
we as human beings continue to abuse the existing of water resources on the earth.
The earth we live in is largely composed of the element of water but even so current
of clean water that we can consume more and more reduced and harmful if we
consume. If this continues then it is not likely to happen the crisis of clean water in
the world.
Clean water has many benefits for living beings, especially humans, in this case
with the presence of clean water we can prevent diseases that occur due to the quality
of water that is unfit to drink or unfit for use is everyday life. One of the lead things
that happens is a result of low water services to the community so that it gives impact
for human health. As we know, in 2013 only 20% of two hundred million people of
Indonesia are able to access clean water while the remainder is 80% using water that
is unfit to use for everyday needs. According to Jim Woodlock, a consultant water and
sanitation problems of the organization of the world bank, said that approximately
100,000 infants in Indonesia were killed almost every year due to exposure to
diarrheal disease, this happens because of the problems of clean water and sanitary.

1.2 Formulatin of Problem
Based on the background described above, then the problems discussed in this
paper are:
1.How about the problem of clean water that occurs in the world?
2.How is the solution to overcome the problems of clean water and sanitation in
the world?
3.How is the relation of the problems of clean water with the Pancasila and
Citizenship Education?

The purposes of writing this paper, are:

CHAPTER 2
DISCUSSION
2.1 Problem of Clean Water and Sanitation
Water is one of the factors important in supporting the life of living beings on
this earth. As the source of life water would have been very in need of living beings to
maintain her life in this case the supply of water available depends on the source of
water therefore We must protect the water source that not only protect but we also
have to make catchment areas in order to maintain the availability of water resources
so that we will not be shortage of water supply.
But the problem is the current supply of clean water is hard to obtain, it is
possible for a given water pollution occurs everywhere plus the wasteful people in the
use of water for daily activities so that waste water . Water pollution this can be
caused by several factors, including:
The lack of public awareness in maintaining hygiene or the preservation of
clean water sources. People like to throw out the trash and household waste into the
river, thus making water that would otherwise be processed into drinking water or for
the needs of day-to-day it is difficult to be processed because it has been tainted by
the valley in the waste into the river. Including the disposal of industrial waste
recklessly as to the river also makes the water polluted by harmful chemical
substances so it is not feasible to use mainly for consumption.Of course there are
many more causes of water pollution itself but the waste made by human be a major
factor to the frequent occurrence of water pollution. Water pollution will continue to
occur if there is no common awareness of the importance of maintaining the
continuity of clean water for a better life.
Water pollution occurs all over the world including indonesia.In 2006 alone
losses experienced by Indonesia due to the problems of sanitation, bad water
amounted to USD 6,3 billion. The losses experienced by Indonesia due to sanitation
poor water include outbreaks of disease,Mortality and additional cost for water
treatment due to water sanitation bad. In Indonesia, water pollution not only happens

in urban as we think but in the heart was this problem also occurs. According
to a report from the world bank there are still many people that are difficult to get
clean water especially the community of the poor in rural areas.In urban areas water is
an important factor that can influence some aspects such as public health, economic
activities, as well as in the social aspect and life in the city. However, due to the
problems of clean water this these aspects to be interrupted. Water pollution and poor
sanitation is a regional and international issues that must be addressed immediately so
as not to occur the crisis of clean water prolonged.
2.2 Solution in Handling Problems of Clean Water and Sanitation
Water pollution is a crucial problem that must be soon we overcome because of the
water problem it has a very broad impact better for our health and for the survival of
living organisms, especially aquatic ecosystems.Then we have to think of a solution to
solve the problem of this water, Here are some of the solutions to prevent
mencemaran water as well as how to keep the water itself:
1.Use Water Sparingly
Saving in use of water is a step that easy to do but can give a great impact to our
lives. Predictably conserve water means we've reduced the amount of water that will
be polluted in the future. Like use water to wash clothing, shower and so on, if we use
water sparingly when performing an activity that is mixing water with other
substances then we have to reduce water pollution and maintain water supply
2.Dispose of Waste in Place
Dispose of waste in place is one way to prevent pollution of the water itself
because it means we don't throw garbage into the river or the irrigation channels that
lead to pollution and menyumbatan on the water channel.Dispose of waste in place
into the trash that have been separated between organic and inorganic waste because
the waste has different types so that the handling is also different, there are some junk
that can be recycled into something useful.
3.Provide Strict controls on the Use of Chemicals
Supervision is considered necessary given the large number of chemicals which
pollute the water, especially in the flow of the river. Pollution by these chemicals

usually occurs in the area of agriculture and industry. Basically the chemical
fertilizers used in agriculture intended to help the farmer but if the use violates the
rules or not in accordance with the amount that has been set it is going to damage. If it
rains, the water will carry the chemical substances from fertilizers to the river thereby
sungaipun polluted.Way more good again is to use organic materials such as compost.
On the activities of the industry's waste processing results in the plant has a disposal
site that has been specified according to the rules there. However there are still many
industries such as factories dump their waste into the river so the river is full of
harmful chemical substances. So it is necessary to do strict supervision in order to
never happens.
4.Provide severe Penalties for the perpetrators of pollution
Provide severe penalties for the perpetrators of the pollution is the thing to do
considering the number of occurrences of water pollution. Especially for the industry
that produces chemical waste that is dangerous if not handled correctly. Such as the
provision of the new regulation european industry players as well as additional
penalties for those who pollute the environment especially polluting the water.
2.3 The View of Pancasila and Civic Education Regarding the Issues of Clean
Water and Sanitation
All countries certainly have the basis of a country or an ideology that is
different depending on the country itself. This ideology became the foundation of a
state in carrying out the activities of government and is one of the identity of a
nation.Indonesia has one ideology that we call pancasila. Pancasila contains ideals of
the nation, destination nation for the citizens of aims in order to become a better
country. Likewise with citizenship education which aims to foster a sense of love us
against our own nation. All already set up so we as citizens can feel prosperous and
happy life in it. The problems that occur in a nation definitely have a different view
depending on the ideology that they profess. Here is a view on pancasila and
education about the problems of clean water:
1.Based on sila-1 which reads “God”

Sila-1 is very closely related to us as citizens who have a belief or religion and must
be a religion that we have adopted that are in accordance with the existing rules teach us
good things.Among them we as humans assigned to be the keeper not destroyer. Same
thing with this water, we as humans must keep all His giving, one with not polluting the
water and not extravagant in using water because it shows that we are not grateful with
the sustenance given Her.
2.Based on sila to-2 which reads “a just and Civilized Humanity” and sila
to-5, which reads “Social Justice for All Indonesian People”.
Both of these precepts have the same keyword that is the word justice. Justice
is indeed a thing that need to be realized both in Indonesia and around the world
because justice is the right of every person to be fulfilled.Similarly, the problems
of clean water, we as humans must be aware and wise in using water, we should
not be extravagant in using water because everyone needs water. We also should
not pollute the water because of the impact it will spread everywhere and
eventually we could not use clean water in everyday life. With the occurrence of
the incident of course it is not a justice because we like to seize the right of that
person to get clean water. However, because our deeds are not wise in using
water so that others who get the disadvantages. Then from it we in the use of
water should be fair and wise. We should not squander water and pollute the
water itself because basically we all need each other for clean water.
3.Government Regulation No. 82 Year 2001 Water Quality Management &
Water Pollution Control
Based on the contents of these rules we can know that there are ordinances in
the management and control of water pollution. He also explained that water is
one natural resource that has a very important role for the lives and livelihoods of
human beings so that it becomes the basic capital in the development of the
country.
4.Article 14 of Law Number 32 Year 2009 about Environmental Protection and
Management (UUPPLH).

Based on the contents of the article he is the top then we can know that
permission or licensing in pepmbuangan waste water into water sources is a form
of prevention of pollution and environmental damage
5.Permenlh Number 1 2010 about the Governance of Water Pollution Control
(Permenlh Water Pollution Control)
This regulation contains that the licensing mechanism which has been set based
on Permenlh expected potential water pollution from the activities of waste
disposal to water and utilization of waste water contained in the soil can be or
able to be controlled.

CONCLUSION AND SUGGESTION
3.1 Conclusion
Water is important for all living creatures.But as time went on and population
increased the need for water has increased but water pollution and poor sanitation
also increases, causing a water crisis in some countries
Water has many benefits for the life of the living beings, especially humans in
charge of the activity, as with clean water we can prevent all diseases caused by
poor water quality.
In 2013 only 20% of the two hundred million People of Indonesia are able to
access clean water while the remainder is 80% water which is not feasible in use
and according to Jim Woodlock a consultant on problems of water and sanitation,
said that approximately 100,000 infants in indonesia were killed due to exposure
to diarrheal diseases caused by water and sanitation issues
Water pollution is caused by several factors, including, lack of public
awareness of hygiene and preservation of water resources and the disposal of
industrial waste that does not fit the rules. Throw industrial waste into the river
will cause water pollution that can make people in the vicinity exposed to the
impact of the waste.
In 2006 Indonesia suffered losses due to problems of sanitation, bad water and
thus take a loss of USD 6,3 billion. The losses experienced by Indonesia due to
sanitation poor water include outbreaks of disease,Mortality and additional cost
for water treatment due to water sanitation bad.
There are several solutions in preventing mencemaran water as well as how to
keep the water itself, including: (1)use water sparingly,(2) dispose of waste in

place, (3) gives our custody strict in the use of chemicals, and (4) awarding
sanctions to the perpetrators of pollution.
Based on the Precepts to the 1,2 and 5 the point is we as human beings must use
water wisely and keep seumber water that is not polluted and we have to stop to
do pollution everywhere, especially on the water because clean water is the
source of life for all living beings and all living creatures have the right to obtain
water that is clean.
3.2 Suggestions
As a human who has intelligence, we must be aware of the consequences of what
we do. What we do can give bad impact or good impact because sometimes we
forget little things like pollute the water but with pollution that will have a major
impact for our lives.
The government should be more decisive in providing a policy, especially in
basic things such as hygiene, health and the rules in the use of a chemical. The
government should provide penalties for the polluters of the better actors of water
pollution so they are a deterrent to commit the same mistake. It is therefore
expected that did not happen water pollution are ongoing that could ultimately
lead to a crisis of clean water.
In the use of water also we should not be greedy. We should use water
according to the needs of the course so other people are able to access clean water
as we get. Use water sparingly also means reducing water contaminated with
chemical substances in daily activities such as washing.
Based on pancasila and citizenship education also has clear attitude of what
we should do in response to the problems of clean water. We need to do is carry
out the course properly so that it doesn't happen the same mistake as the problems
of clean water and sanitation.
