Republic Act 8044 otherwise known as Youth in Nation Building Act of 1995,
outlines the pivotal role of the youth in nation-building and that the government,
thru the National Youth Commission, Department of the Interior and Local
Government together with the Local Government Units, shall “establish
adequate, effective, responsive and enabling mechanisms and support systems
that shall empower the youth and ensure their meaningful participation in local
governance and in nation-building. “
IRR, Rule 5, Section 30 of the same Act provides, that All SK Officials, whether
elected or appointed, and any member of the Local Youth Development Council
must undergo the prescribed training before she or he can assume office.
The Barangay Election in the Philippines will be held on May 14, 2018 which
include the Sangguniang Kabataan (SK, youth councils). Thus, the SK Mandatory
Training is scheduled on May 22, 2018. This training will be participated by all
elected Sangguniang Kabataan Chairman and Sangguniang Kabataan
Kagawads of 25 barangays in the municipality of Tagbina, Surigao del Sur. The
youth as movers and shakers of this generation must be trained in order to
achieve empowerment for nation-building and transform their consciousness in
active and participatory public service to give them the responsibility to shape
and hone their future.
III- OBJECTIVES
This activity seeks to provide knowledge to the newly-elected SK Officials,
a guide to the day to day operation of the Sanggunian for them to better
appreciate their roles and functions as youth leaders.
At the end of this activity, the participant will be able to describe and
appreciate:
1. Their roles and functions as newly-elected SK officials;
2. Identify areas for development involving current youth issues based on
National Youth Assessment Study ;
3. Five Salient Features of SK Reform Act of 2015;
4. Youth participation in government and bureaucracy;
5. The implications of decentralization to Sangguniang Kabataan;
6. Planning and Budgeting process in Local Government Unit;
7. Code of Conduct and Ethical standard of Public Officials and Employees;
III - PARTICIPANTS
The Activity will be participated by all Newly-Elected SK Chairman and SK
Kagawad of 25 barangays in the municipality of Tagbina, Surigao del Sur.
IV - METHODOLOGY
The activity methodologies involve lectures, group dynamics and multi-
media presentation.
