Dec 09 PEEGT has announced that it has applied for financing from the European Investment Bank
towards the cost of the project. PEEGT has also announced a change in the size of the
proposed power plant from 150MWe, to up to 500MWe. A new call for tenders has been
announced and bids are due to be submitted by 31 March 2010.

Feb 10 PEEGT is currently inviting expressions of interest (EoI) from technical consultants to advise
on the independent power project. Companies have until 24 February to submit EoI. PEEGT is
expected to call for EoI from legal advisers in the next three weeks.
Nov 09 PEEGT has delayed issuing the request for proposals for the project to allow the World Banks
International Finance Corp more time to review the project.
Nov 09 Understand that the consortium of Marafeq and Wartsila are the favourites to win the BOT
contract.
Sep 09 PEEGT has shortlisted two groups to develop the power plant. Companies shortlisted are
Marafeq, a joint venture of Cham Holding and Kharafi National, with Wartsila; and Terna
Energy. A request for proposals is expected to issued in October. The winning developer will
own 50% equity of the plant and the remaining 50% interest is to be listed on the Damascus
Securities Exchange.

Mar 09 Suncor Energy Inc. plans to buy Petro-Canada. The purchase is subject to approval by the
shareholders for both companies and Canadian regulators.
Apr 08 Petrofac has won a contract to build the gas treatment plant. The award is worth $477 million
and is a lump-sum contract. The two firms have agreed in principle that Petrofac should buy a
10% stake in the Ebla PSC, subject to Syrian government approval. The initial deal, which will
last just over two years, covers all associated facilities and infrastructure, including
engineering, procurement and construction, commissioning and start-up assistance of the gas
treatment plant, pipelines, gas gathering station flow lines and well sites.
Dec 07 Petro-Canada is due to issue a tender by the end of March for an estimated $150 million EPC
contract for the construction of a main processing facility, including a gas treatment plant, and
the laying of pipelines. The facility will have an initial capacity of 2.3 million cubic metres per
day, which is planned to be increased at a later stage to over 4.2 mcm per day. The Calgary
office of Aker Kvaerner has completed the conceptual study and a pre-feasibility contract.
Snamprogetti has recently carried out the FEED package. Prospective bidders for the
16-month contract include Petrofac International, Alstom and Snamprogetti. The Ash Shaer
and Cherrife fields are currently estimated to hold reserves of 14.1 billion cubic metres of
natural gas, or 83 million barrels of oil equivalent. Petro-Canada plans to carry out field
appraisal work to identify upside, which could double the reserves estimate. The operator has
a longterm capital expenditure plan of $460 million-$660 million, depending on the life-of-field
production.
Oct 07 Bids are due out during Q4. Understand a Snamprogetti subsidiary based in Basingstoke
called OPE is doing some FEED work which may be a follow on from Aker Kvaerner carrying
out the pre-FEED.

Jul 09 Turkey and Syria have agreed to construct the final section of the Egypt-to- Turkey pipeline by
the end of 2010, allowing the possible export of Egyptian gas to Turkey and its transit to
Europe via the planned Nabucco gas pipeline. The agreement covers the construction of a 62
km section of line from Aleppo to theTurkish border and a second section of around 90 km
from the border to connect with Turkey’s existing gas transmission infrastructure at Kilis.
Oct 08 Stroitransgas has inked a deal with Syrian Gas Co. to build a gas pipeline from the northern
Syrian city of Aleppo to the Turkish border. The $71 million contract entails building the 62 km
line over the next 18 months.
Apr 08 Commercial volumes of gas will start flowing from Egypt to Syria on March 10. Testing of the
pipeline from Al-Arish in Egypt to Deir Ali in Syria was completed. Supplies through the pipeline
will gradually rise from 90 MMcm/yr to a maximum of 2 Bcm. The pipeline will eventually
extend to Turkey as early as the second-half of 2009 and eventually supply the European
Union through the Nabucco pipeline link.
Mar 08 Egyptian natural gas is due to arrive in Syria on 21 March via the Arab Gas Pipeline. Imports to
Syria will begin at a rate of 2.5 million cubic metres per day (912 mcm per year. A spur pipeline
from the Syrian section of the pipeline will begin to deliver Egyptian gas to Lebanon by
mid-2008. Bidding for the 62 km-section in Syria, from Aleppo to Kilis, has yet to start, but
construction is expected to take 18 months once a contract is awarded.

Nov 07 The results of tender to rebuild the Banias oil refinery will be announced on January 5, 2008. In
total six companies are bidding for the project.
Oct 07 Stroytransgaz plans to bid in a tender on reconstruction of an oil refinery at Banias. The tender
was announced in 2006 but was postponed several times due to financing difficulties. Syria
wants the contractor to finance approximately $1 billion of the reconstruction costs, to be
repaid later. Six other firms are reported to be bidding in the tender. It is not clear yet when the
results would be announced.
Apr 07 Engineers India Limited (EIL) specifically expressed interest in participating in the upcoming
Banias Refinery upgradation project for providing PMC services. Syrian side agreed to provide
details of the project, companies working on the tender for Banias Refinery Upgradation
project for maximizing gasoline and gas oil production.
Mar 07 Banias Refinery Company has issued a tender for the supply and installation of gas lift blowers
for the refinery.

Nov 07 There are obviously ongoing difficulties relating to this and other power projects in Syria. The
previous award to Alstom / Iberdrola does not seem to have been cemented and another
OJEU notice (202/2007 244564-2007) has been issued relating to design, manufacture,

Apr 09 Iraq is seeking offers from foreign companies to rehabilitate the oil pipeline after a Russian
firm failed to do the job, an Oil Ministry spokesman said. Russian firm Stroytransgaz signed a
protocol with Iraq to reactivate the oil export pipeline last March. However, it is not clear if it
signed a formal contract and ministry did not identify the company it was talking about.

Jan 08 Stroitransgas is in renewed negotiations with Baghdad to rehabilitate a pipeline linking Iraq’s
Kirkuk oil fields and the Syrian export terminal at Banias. The Russian company, the Iraqi oil
ministry and Iraqi North Oil Co. are currently discussing Stroitransgas’ participation in the
reconstruction of the Kirkuk-Banias export pipeline, Stroitransgas says, with the next round of
talks is scheduled for the second half of January. Iraqi and Syrian officials signed an
agreement in Damascus on Dec. 17 to revive efforts to open the Kirkuk-Banias pipeline and
are encouraging engineering companies to submit tenders for the project.

Nov 07 Stroitransgaz will soon begin building the gas treatment plant. The contract to build the plant
has already been ratified by the Syrian government and was awarded to Stroitransgaz on a
non-competitive basis.
Apr 07 Stroytransgaz has an agreement in principle was achieved regarding the construction of the
Northern Gas Treatment Plant in the central region with an initial capacity of 3 million cubic
metres per day (around 1 bcm per year) with the possibility to increase this.
Oct 06 The Oil Ministry is in the process of issuing an international tender for a new gas processing
plant that will add a further 3 MMcmd under the NMAGP.
Jun 06 Syria is in discussion with Stroytransgaz for the contract to build a gas treatment plant as part
of the NMAGP. The Russian company has the EPIC contract to build a similar plant in the
south (SMAGP). If the direct negotiations fail, the project will go out to tender.
