General Parents-Teachers Association Policies and Procedures

Purpose
The purpose of the PTA is to provide a link and support system to the education and
auxiliary programs of Chamsomang Christian School of Balaogan Inc. Increase
communication between parents, teachers, students and administration, and provide
social, financial and on-site help where needed.

In order to achieve our purpose, the PTA recognises that the:

 Money raised coming from PTA events which are held in a safe and well-
managed way.
 All PTA profit is spent on improving experiences of students at Chamsomang
Christian School of Balaogan Inc.
 Committee members declare any interests that conflict with the PTA purpose.

Goals
 To enhance community spirit in a Christ-centered way
 To provide services and programs in support of scholastic pursuits and extra-
curricular activities that impact the majority of the student population
 To provide a forum for exchange of ideas between, Parents, Teachers,
Students and administration
 To be advocates for our children
 To provide support and encouragement to the Board and staff at CCSBI (not a
forum for criticism or conflict resolution)
 To assist with fundraising for school classrooms and programs

Role
The PTA functions as a parent-based information resource that works in consultation
with the Principal, Teachers and Students to perform the following functions:

 Promote communication
 Provide venues for the expression of views and ideas of general interest for
parents, faculty and students
 Liaise with the Administration, Principal, and teachers
 Help teacher in the classroom – at the teachers’ request
 Plan and organize socials and fundraisers
 Give parent input to administration

 Support families in need through volunteering time and emotional support
 Help wherever needed

PTA Membership
Every CCSBI parent/guardian is eligible to be a member of the PTA, as well as current
administrators, teachers and staff members. Eligibility for membership will continue for
parents for as long as their child is enrolled at CCSBI. Membership for administrators,
teachers and staff members will be for as long as they are employed at CCSBI.

Responsibilities

 The President (a) works with School Leaders and the PTA Board to determine
and implement the goals, events, and activities for the school year (b)
presides over all meetings of the Parents' Association and the Parents'
Association Board Serves as an ex-officio of all Parents' Association
committees (c) Exercises general supervision and leadership over the affairs
of the Association (d) Supports the various school functions; and (e)
advocates for students, parents, staff, faculty and administrators with primary
intent to optimize our children’s learning environment.
 The Vice-President (a) shall assist the President as above and (b) assume
Presidential responsibilities during the absence of the President.
 The Secretary (a) shall manage the correspondence of the PTA; (b)shall be
responsible for keeping accurate minutes of all PTA meetings; (c) S/he will
also be responsible for the PTA Contact Directory and (d) S/he will ensure all
SOP documents and job descriptions are up to date.
 The Treasurer (a) shall keep careful accounts of the PTA funds and submit a
report at each PTA meeting; (b) S/he shall, together with the President, draft
the PTA budget for the year and indicate projects that have been forwarded
for consideration for PTA funding.

The Past President will be solely a mentoring and advisory role and is not required to
attend all meetings. In instances of a split decision of the Executive Board, the Past
President will be requested to attend a meeting to discuss the dispute and counsel will
be requested to ensure a majority vote.
No individual may hold two offices simultaneously.

Term
The term of the PTA Board Members shall be for one school year, beginning from the
day they have been elected until the end of the school year. All members are eligible for

re-election. Each term of office shall be for a one year term, with a maximum of three
years’ service on Executive Board.

Vacancies
In the event that an office is left vacant, the PTA Board may fill such by invitation, until
the election at the next general meeting.

Finances

Budget year
The PTA fiscal year will be August – May.

FUNDS

Funds shall be derived from fund-raising efforts, contributions, donations and/or gifts.

Budget
The budget for each new school year will be completed and approved in collaboration
by the outgoing/incoming Board at the transitional meeting each August. This will allow
for funds to be made available for projects and events prior to the start of the new
school year. If the PTA has no designated President and Treasurer for the coming
school year and the positions have not yet been filled by invitation, the outgoing officers
will prepare and complete the budget. This will provide consistency and insure that a
budget is ready for the upcoming school year. PTA budget is approved by the PTA
membership.

Disbursements
Disbursements are to be made for budgeted purposes only.
PTA members may not make commitments for the expenditure of PTA funds for any
purpose that has not been approved by the PTA membership during the budget
process.
The Treasurer and President, acting on behalf of the PTA, shall consign all
disbursements.

Procedures
 Meetings as determined by executive committee and official minutes and
financial statements will be kept

 Invitations to meetings with proposed meeting agenda sent out to every parent
one week prior.
 Accounts are kept and monies allotted to different projects. For reimbursement of
money, the President, Treasurer and Secretary must give approval. There must be
two different signing officers assigned to sign checks. One of these must be faculty
staff.
 Events and programs are planned by Executive Board and presented to the
larger group to deliberate and vote on by an agreed quorum.

A quorum for voting purposes shall exist when 15 members are present. At Executive
committee meetings, a quorum (75%) of its members must be present to take formal
action. A simple majority vote of those present will prevail. In a split vote, the Past
President will have the deciding vote. If necessary, a vote may be taken by email or
telephone, in which case the Secretary will poll the members and file the results of the
vote with the minutes of the PTA Board.

Board Expectations
The PTA Board will be responsible to the Principal. Minutes of each meeting will be kept
and made available upon the request of a parent, teacher or committee member.

Members Code of Conduct

A safe community is obtained not only through the use of written rules and
consequences but is derived from a nurturing atmosphere in which all individuals are
treated with respect and compassion. Our school community consists of staff, children
and parents learning together in an environment in which each person feels safe,
valued, respected and stimulated. This guide should be viewed as a means to
strengthen our community of learners. It describes the basic expectations for behavior,
as well as the rules and consequences at PTA sponsored activities. The guide begins
with the Members’ Rights and Responsibilities, followed by School Rules and
Guidelines for Behavior at PTA Functions. Throughout this document the word
“members” refers to the children, staff and parents within our school community.

Members’ Rights and Responsibilities

1. Members have the right to be treated with compassion and respect. They have
the responsibility to be respectful of and sensitive to the feelings of others.
2. Members have the right to be themselves. They have the responsibility to treat
each other with fairness, courtesy and respect, because each is different from
the other and each is special.

3. Members have the right to be safe both physically and emotionally. They have
the responsibility to maintain the safety of others.
4. Members have the right to be heard. They have the responsibility to listen to the
ideas of others and to communicate calmly and clearly.
5. Members have the right to communicate together. They have the responsibility to
use technologies (including social networking sites) responsibly by not
disrespecting any other member or the school.
6. Members have the right to expect that their personal and communal property will
be safe and secure. They have the responsibility to respect the school building,
school equipment, other members’ property and their own personal belongings. 
Members have the right to learn about themselves. They may express their
feelings and opinions appropriately without being interrupted. They have the
responsibility to respect the feelings and opinions of others.
7. Active members involved in events are asked to ensure the safety of children as
a priority and retain an appropriate level of confidentiality i.e. we don’t talk about
other people’ children or their behaviour.
