What is AIRPORT
SECURITY?
Airport security refers to the techniques
and methods used in protecting
passengers, staff and planes which use
the airport from accidental/malicious
harm, crime and other threats.
    Airport security attempts to prevent
    any threats or potentially dangerous
    situations from arising or entering the
    country.
   To protect the airport and country from
   any threatening events, to reassure the
   traveling public that they are safe and
   to protect the country and their people.

to aircraft, passengers, and crew, as well as
support national security and counter-terrorism

                                                    Explosive detection machines used
                        include X-ray machines and explosives
                        trace-detection portal machines (a.k.a.
                        "puffer machines").
Transport Security Administration (TSA)
In the United States, the
TSA is working on new
scanning machines that are
still effective searching for
objects that aren't allowed
in the airplanes but that
don't depict the passengers
in a state of undress that some
find embarrassing.

On the international level, ICAO Annex 17 to the
Convention on International Civil Aviation
incorporates all amendments adopted by the
council. It provides recommended practices in
emergency situations to airports states should
consider and adopt in their national standards for
airport security. In the United States, TSA
standards and regulations are strictly complied
with by all airports.
 Aviation Security Manual (Doc 8973 – Restricted)
 The ICAO Aviation Security Manual (Doc 8973 –
Restricted) assists Member States in
implementing Annex 17 to the Chicago
Convention by providing guidance on how to
apply its Standards and Recommended Practices
(SARPs).
 Reporting of Acts of Unlawful Interference
The reporting of acts of unlawful interference with
civil aviation provides ICAO with data that is
critical to evaluating and analysing security
incidents and trends. ICAO Member States are
required by Annex 17 to the Chicago Convention
to report to ICAO as soon as possible after an
incident has been resolved.

   ● Conducts surveys, inspection and investigation in accordance with the established procedures; ●
   Reports on each survey, inspection or investigation in the manner prescribed and on the officials forms ;
   ● Brings to the attention of airport administrations, authorities responsible for police functions, postal and
       other authorities, as well as operations and other organizations operating in the airport, lapses and
       weakness in security measures and recommend procedures of their correction;
   ● Reports serious breaches for appropriate action to be taken;
   ● Conducts an initial comprehensive security survey and subsequent periodic inspection of the airport; ●
   Recommends development or modification of the airport security, program to correct deficiencies satisfy
   security of the airport;
GUIDELINES ON THE PRE-DEPLOYMENT PROCESS
OF SECURITY AGENCY UNDER THE NEW
SECURITY SERVICE CONTRACT
Pursuant to Section 75 of R.A. 9497, The Civil Aviation Law of
2008, National Civil Aviation Security Program (NCASP), ICAO
Annex 17 - Security: Safeguarding International Civil Aviation
Against Acts of Unlawful Interference, Terms of References (TOR),
Bidding Documents and Contract Service Agreement for Provision
of Security Services tor CAAP Airports and Facilities, the following
guidelines and procedures shall be implemented in the processing
and accreditation of private security guards prior to deployment.
The National Civil Aviation Security Program
(NCASP), under its Section 5 of Chapter 6 -
Protection of Airports, Aircraft and Air
Navigational Facilities
Prior deployment, a background check shall be conducted on
Persons involved in the implementation of security controls.
Chapter 6.G. 11 also
states that
Applicants of jobs implementing security
controls shall undergo background check and
undergo supplementary check to confirm
that they are not associated with a terrorist
organization.
   Under the TORs, Bidding Documents
   and Contract Service Agreement for
   Provision of Security Services for
   CAAP Airports and Facilities, security
   guards deployed in airports and
   facilities must undergo due diligence
   of their credentials and Aviation
   Security Training as qualification to
   their deployment.
