Technical Assistance is any form of professional help, guidance, or support for
“others” to be more effective in the performance of their functions. It is conducted to
help, solve problems, improve performance, get results, and gather data to inform policy
formulation. This activity also aims to address confusion and doubts on curriculum,
instruction, and assessment initiatives of the Department.
Inopacan District being true on the mandate of Division of Leyte on providing
Technical Assistance to its schools, organized its District Field Technical Composite
Team tasked to provide TA to schools of the district on a quarterly basis.
DFTACT had chosen Tahud National High School for quarter 1’s Technical
Assistance Provision and had it scheduled on March 11, 2022, at 8:00 to 12:00 pm.
A short program was prepared to commence the activity. Mrs. Joemm P. Corpez,
the school’s Officer-in-charge gave her warm welcome to the DFTACT led by Inopacan
District Supervisor, Dr. Violeta B. Boldios. Dr. Boldios then reiterated her message by
giving her 7 real competitor for failing the teaching job and detailed the purpose of
conducting an FGD to solve the issues the school is currently facing. She also pointed out
that the team came over to offer help on the gaps and needs of the learners, teachers, and
the school.
The District Field Technical Assistance Composite Team (Team A) introduced its
active members. Mr. Alejandro T. Renomeron is the DFTACT Team A Chairperson
accompanied by his team members, Mr. Lolito Dedal, Conalum National High School’s
Head, Cabulisan Elementary School head, Mr. Jose Inocente, Mrs. Rhea Mae Payot from
Can-angay Elementary School, Mrs. Dalia Renomeron of Taotaon Elementary School,
school head of Conalum Elementary School, Mrs. Gina Inocente, Mrs. Dionesia Merano of
Linao Primary School, the school head of Caulisihan Elementary School, Ms. Maritres
Dacera, Principal of Tinago ES, Mr. Jose Labrador and Elisa Payot, school principal of
Tahud Elementary School. Together with them are the non-teaching staff but at the same
time a part of the DFTACT, Mrs. Charilyn Cotiamco, the District Nurse, Edna Gonzales,
Senior Bookkeeper of the District, Secondary Senior Bookkeeper, Ms. Mhiriam Han and
Tinago National High School Disbursing Officer, Mrs. Grace Bolañ o.
Mrs. Emie C. Garbo, the school’s SMEA Coordinator presented comprehensively
the status of the school through the ProMEDS featuring the Quarter 1data of CY 2022.
The data collected concerns the Second Grading Period.
Mr. Alejandro T. Renomeron, being the DFTACT chairperson facilitated the
Technical Assistance Proper. He asked about the teachers’ concern on the presented
data, what are the pressing issues they are experiencing while performing their job and
how did they solve the problem. Teachers are also asked if their interventions are
effective or needs to get revised. The following are few of the problems raised by
teachers and their corresponding solution, to wit;
Joemm P. Corpez
She felt bothered on the result especially on reading comprehension. Mrs. Corpez
specified that grade 8 has considerable number of frustrated readers because of the
current set-up of educational system under the new normal. According to her, she is
working on a scheduled reading scheme to alleviate frustration level for the next quarter.
Elynilyn Bantilan

Based on the data given, frustration level for Grades 9 and 10 in Filipino is quite
overwhelming. Grade 9 is focusing on Asian Literature while grade 10 is on world lit,
both literatures are broad-ranging and needs high comprehension. This explained the
profuse digit. According to her, she already had discussions with her colleagues on her
plan of contextualizing the text given to learners to possibly supplement comprehension
check.
Emie C. Garbo
Her main concern talked about learners who are inactive on the Distance
Learning due to poverty reasons. She addressed a situation concerning her learner who
is now working on a construction firm in Cebu to supplement the needs of food for their
family. Her solution is more on understanding the situation and giving empathy to her
student by allowing him to move slow on his learning pace as long as he will comply the
module.
Virginia Estrera
She raised about TLE’s lack of learning resource and opted on searching online for
modules and other resources.
Emelyn L. Projo
She has a learner who thinks that going to school is unnecessary because of his
family’s religious view on vaccine. “Wala man gihapo’y gamit ang mueskwela kay ug
walay vaccine dili ra man gihapon makatrabaho”, the child quoted. Vaccine
misinformation is really a tough argument to battle with especially if the parent’s
mindset is close. Up to this moment, the teacher is still exercising talk with parents with
regards to vaccine and schooling.
Rhodabie M. Maceda
She spoke about early pregnancy among her learners and the formidable number
of learners getting pregnant during this new normal. This number of pregnant learners
add to the risk of “no-longer participating in school” and needs to be acted on earliest
time possible. One of her remediation regarding this problem is an open communication
with the student and give parental advice on pursuing education despite the situation
which she quoted effective.
Ailen B. Quiboy
The School’s Guidance Advocate indicated similar problem on early pregnancy
and its overwhelming number during this new normal. She said, the numbers are at hand
already and we can’t do anything about that but to give advice to keep their schooling
vital. Furthermore, she is planning to conduct reorientation on early pregnancy
prevention to alter adolescent behavior by raising teenagers' awareness about the
probability that they might personally become pregnant or cause a partner to become
pregnant and the serious negative consequences of teenage maternity and paternity.

As the school’s Physical Facility Coordinator, she pointed out the school’s pressing
need for a school building. She said, the school already had done series of follow-ups but
to no avail, the school was not able to solve this problem yet.
Richard P. Sungcalit
He raised problem regarding a lazy student who refused to get module even if the
teacher had it delivered at home. The said student was playing hide and seek with the
teacher for the whole quarter duration. Mr. Sungcalit said, he already had conversation
with the child’s parent and their decision depends upon the child’s determination to
finish schooling. The teacher concluded family problem to be the root cause of this
child’s laziness and currently looking for possible intervention to cope up with the
problem.
Willie L. Meredores
Mr. Meredores emphasized the need for mastery on mathematics basic operation
in order to facilitate good standing on numeracy level. He is a bit sad to announce that
even in high school, there are still students who finds it hard to perform addition,
subtraction, multiplication, and division. Along with his co-teacher in the subject, they
planned on having reinforcement activities that would somehow supplement the gap on
the development of learners’ numeracy skills under this new normal.
Majel B. Suarez
She was concerned with learners not executing performance task. Upon her
observation, broad competency, or student’s incapacity to express their point could one
of the reasons behind this stumbling block. Moreover, she had had LAC session with
some AP Teachers to contextualize the competency to supplement learner’s needs.
After the teachers raised problems and issues, each of the members of the
DFTACT shared their point of view and observations. They even highlighted the issues
that needs immediate solutions, to justify;
Mrs. Dionesia Merano
School Head of Linao Primary School
Congratulated the school for a comprehensive report on ProMEDS.
Commended the teacher’s innovation of giving empathy to students instead of
firing back for being unresponsive and impulsive.
Suggested to give reading materials at home for the learners to read and perform
follow-ups through the group chat for students with irregular submission.
Ms. Maritres Dacera-
School Head of Caulisihan Elementary School
Overwhelmed with the innovations presented by teachers but specified the
importance of identifying the main cause of the student’s misbehavior.
Suggested to have an intimate conversation with the child to understand where
they are coming from.
Mrs. Gina Inocente
School Head of Conalum Elementary School
Complimented the Project BASA Innovation in alleviating the frustration level and
asked to conduct benchmark regarding the proposal.

Asked the Senior Bookkeepers if the school could provide a cellphone from the
school’s MOOE to supplement those at-risk learners. Which SB directly
answered phones are not chargeable against school MOOE.
Proposed videoke session for learners specially in MAPEH.

School Head of Taotaon Elementary School
Despaired on the high count of early pregnancy of the school and raised similar
problem faced by her own school regarding exchanging of parent’s
partners that could somehow contribute to same issue.
For issues regarding irregularity of module submission, module delivery and a
little sacrifice could suffice this problem. Home visitation is also a good
innovation.
Regarding on high frustration level, she encouraged home visitation. If parents
reasoned-out them not able to read that’s why their child cannot read, teacher
will
include the parent on the reading session.
If the school MOOE cannot purchase a phone for the at-risk learners, try to seek
help from friends for donation. She mentioned about her school applying this
strategy and had acquired 3 phones for their learners and signed MOA with
parents.
Ms. Elisa Payot
Principal of Tahud Elementary School
Narrated on her experience as a MAPEH teacher during her teaching years. Constant
studying for the less mastered topics could really help the teacher improve the
knowledge on content.
Recommended Focus-Group Discussion on solving problems on the school level.
Mrs. Rhea Mae Payot
School Head of Can-angay Elementary School
Asked about the immense amount of learner with Fairly Satisfactory Grade.
Suggested to have a benchmark on Multidisciplinary Project of Tinago National High
School as a solution on the problem and improve the grades of learners.
Mr. Lolito Dedal
School Head of Conalum National High School
He wittingly said, “We have same problem, felt like given a TA while benchmarking”.
Mr. Jose M. Labrador
Principal of Tinago Elementary School
Advised a strong and effective intervention. For lazy students, tap stakeholders to
implement a strong disciplinary action.

Pointed-out the need to look for greater intervention if the means are all failing.

School MOOE could purchase office supplies to support the giving of incentives to
learners for a positive behavior.

Reiterated the importance of survival and completion rates as factors that
determine the effectiveness of school.

Congratulated the school for the improvement on physical environment and
acclaimed the readiness of the school for the Division Validation.
Suggested measure on improving school and learners’ performance as the
following:
1. Teachers can make and unmake people, so they must be
accountable for their every action. Teachers should never
surrender. Keep on finding means to develop and redevelop.
2. Blind-fold technique through video oral recitation to improve the
need for mastery of basic operation.
3. Try Marungko Approach for Filipino and Fuller Approach for
English to improve the reading level of learners.
4. Look for learner’s sponsors to aid their studies.
5. In preventing the number of learners getting pregnant, conduct
orientation on early pregnancy.
6. Tap DWSD for unresponsive 4P’s recipients.
7. Conduct Information Fact check and dissemination regarding the
vaccination. Introduce the legit information and correct their
misconceptions to prevent misinformation.
8. Implement the integrative and multidisciplinary project approach
of Tinago National High School.
9. Strengthen the relationship between teachers to learners, teachers
to parents and parents to school.
10. Communicate with learners as frequent as possible.

11. Modify the learning activities to suit with the needs of every
learner.
12. Improve the teaching strategy to improve the job.
13. Consider the learner’s diversity in crafting assessment strategies.
14. Appreciate every learner.

III. ACTUAL RESULT


For this quarter, there were 14 teachers who actively participated on the
Technical Assistance Provision, 10 from the Junior High School and 4 from the Senior
High School. And a total of 15 Technical Assistance Provider from the District Field
Technical Assistance Composite Team graced the activity along with the District
Supervisor. The activity has commenced successfully because of the dynamic
collaboration between the school and the composite team.

IV. MAJOR PROBLEM ENCOUNTERED


No major problem encountered during the conduct of the activity because proper
communication was established prior to its supervision.

V. SOLUTION
Creating a close relationship between the school and the Technical Assistance
providers must be maintained in order to have a similar successful activity in the future.
Proper collaboration and communication is a must protocol at all times.

VI. INSIGHTS/RECOMMENDATION
Activities like this is a great avenue for raising issues that needs assistance from
bigger authorities. Technical assistance is deemed necessary to ensure effective programs
implementation and eventually achievement of higher or better learning outcomes. It
impacts on performance, and most of all, on the general welfare of the people in the
organization and of the organization itself. Commendation is given to the DFTACT for
allowing the school to grow and develop along with other schools in the district. Looking
forward for another milestone like this activity for a better Tahud National High School.
