II. BRIEF HISTORY OF ORGANIZATION:

PNP HEALTH SERVICE HISTORY


The Philippine National Police Health Service traces its lineage to the Medical Corps, Dental
Service and Nurse Corps of the defunct Philippine Constabulary/Integrated National Police (PC/INP),
one of the Four (4) branches of the Armed Forces of the Philippines (AFP). They were under the
administrative control of the Surgeon General, AFP; the Chief, Dental Service, AFP and the Chief
Nurse, AFP.

Upon inauguration of the Philippine National Police on January 1, 1991, the Medical and
Dental Centers was activated as one of the National Support Units, pursuant to para 2, GO Nr 58,
HPNP dated January 18, 1991. However, in October 1991, the Headquarters Medical and Dental
Services were unfilled. The Medical and Nursing Service of the defunct PC, were then integrated into
PNP Medical Service distinct and separate from the PNP Dental Service.

In response to the clamor for an effective and holistic approach in the delivery of health care
services to PNP personnel, their direct dependents and authorized civilians, on November 8, 1993, by
virtue of NAPOLCOM Resolution 92-036 re “Approving the revised organizational structure of the
PNP” the Headquarters Medical Service and the Headquarters Dental Service were deactivated and
unfilled into the PNP Medical and Dental Service under directorship of PCSUPT CRSITOBAL R
GUTIERREZ.

Consequently, on August 1, 1996, it was renamed to what is now the PNP Health Service
pursuant to para 4.4, Memorandum Circular Nr. DPL 96-01, dated September 12, 1996. Further, as
part of the PNP Transformation Program, the PNP Health Service implemented the One-Chief Policy
in Regional Health Service Unit on January, 2006.

III. ORGANIZATIONAL MANDATE/VISION/MISSION/OBJECTIVE

ORGANIZATIONAL MANDATE
To provide Health Care Services to PNP personnel, dependents and authorized civilians.

OBJECTIVE
The overall objective of Health Service organizational change is to enhance Heath Service
development impact by strengthening its capability to deliver its strategic agenda through carefully
designed and technically excellent health care programs.

 To be more responsive and to adopt more quickly to the increasing health demands of the
PNP and the community.
 To be able to maximize the distribution of resources and improve quality of care in national
and regional health units.
 Improve internal and external communication within offices, regional health units and other
government health facilities to ensure continuity of care.
 To create “career ladders” that can afford employees with more opportunities for
advancement.
 To allow flexibility and take advantage of personnel’s strengths, establishing team of health
providers with intricate knowledge and capabilities thus ensuring better health care delivery.

VISION
A highly capable PNP Health Service providing a continuum of quality and responsive health
care services to PNP Personnel by 2030.

MISSION
To provide Health Care Services to PNP personnel, dependents and authorized civilians.

V. ISSUES/OPPORTUNITIES OF THE ORGANIZATION

ADMINISTRATIVE AND RECORDS MANAGEMENT DIVISION


1. Responsible for the effective management and administration of the Health Service
personnel.
2. Responsible for the morale and welfare of Health Service personnel;
3. In charge of the accounting of all personnel and consolidation of data to update of the
accounting system of Health Service Personnel;
4. Responsible for the dissemination of new policies from higher headquarters;
5. Responsible in the preparation of administrative reports and records;
6. Advise and assist the Director in the management of personnel and their assignment to
subordinate units;
7. Recommend deserving personnel for citations, awards and decorations;
8. Prepare communication for assignments, reassignments, promotions, retirements,
hazardous, incentive, longevity or special pay allowances;
9. Assist in the preparation of communications pertaining to seminars, conventions,
consultancy and residency training;
10. Responsible for the dissemination of information regarding schoolings and training
programs involving Health Service Personnel;
11. Responsible for the preparation, follow up of KSS-33 form and requests for pertinent
documents as requirements for attestation, confirmation, rank adjustment application of
all HS personnel;
12. Supervise docketed administrative cases for accounting and case monitoring;
13. Responsible for the safekeeping and efficient management of all Health Service records;
14. Act on matters regarding breach of discipline of HS personnel;
15. Assess cases filed and recommend summary hearing to higher headquarters if
necessary;
16. Conduct pre-charge investigation;
17. Endorse cases for summary hearing in coordination with Discipline, Law and Order
Section; and
18. Perform other official duties as the Director, HS may direct.

PLANS, OPERATIONS, AND PCR DIVISION


1. Prepare and update SOPs, policies, manuals, briefing charts and operational accomplishment
of the unit;
2. Conduct staff visit and inspection to various Health Service Units to determine how existing
policies, directives, instructions and guidelines are being implemented;
3. Recommend plans and programs of the PNP Health Service;
4. Monitor and supervise the operations of the different PNP Health Service Units;
5. Monitor and supervise medical and dental civic actions for civil-police operations as directed
or authorized by higher headquarters especially in time of calamities and disasters;
6. Formulate and recommend plans and other matters relevant to the PNP Health Service as
directed by HS command group and higher headquarters`;
7. Coordinate, integrate and consolidate plans and operational programs of different divisions
and subordinate units and review, study and recommend same to the Director, Health
Service.
8. Responsible for planning, developing and implementing best practices & public relations
strategies of the health service;
9. Monitor media coverage and supervise press releases of the health service to targeted
media entities;
10. Edit and proof-read in-house magazines, case studies, speeches, articles and annual reports;
11. Supervise the production of information & educational campaign materials, brochures,
handouts, direct mail leaflets, promotional videos, photographs, films and multimedia
programs of the HS;
12. Organize events including but not limited to press conferences, exhibits and press tours;
13. Prepare reports of activities to be included in the Quarterly Program Review and Analysis
(PRA);
14. Maintain and update information on the HS website;
15. Perform other official duties as the Director may direct.

RESOURCE MANAGEMENT DIVISION


1. Ensure that the plans, policies and procedures on procurement disseminated from higher
authorities are coordinated, implemented and enforced;
2. Monitors the enforcement of all procurement agreements/contracts;
3. Initiate, assist and monitor the procurement, distribution, control and storage of dental,
laboratory and motor pool supplies/materials/equipment to all operating units;
4. Exercise staff supervision over supply support units to ensure effective supply management
administration.
5. Conduct inspection, monitor inventories and supervise issuance of medicines, medical,
dental and laboratory supplies and equipment and motor pool to different HS units;
6. Gather, compile and maintain periodic reports on the existing supply/equipment and
maintains medical, dental, laboratory and motor pool supply ledger card and submit Monthly
report of supplies and materials issued for liquidation;
7. Prepare expenditures, procurement programs and activities of the HS;
8. Receive deliveries, donations, conduct inspection and inventory of all supplies and
equipment intended for HS;
9. Responsible in the proper storage of all medical & dental supplies/materials and equipments
to be distributed;
10. Prepare necessary documents for the procurement of items submitted by the End-Users and
submits request of Bidding to Directorate concerned and also to COA-PNP;
11. Perform other functions as Director, HS may direct.

MEDICAL SERVICE DIVISION


1. Exercise administrative supervision over all Medical Officers assigned in the Health Service;
2. Responsible for the effective accounting of all Medical Officers;
3. Formulate and implement plans and policies pertaining to Career Development and
Management Programs for Medical Officers;
4. Procure/Recruit potential PNP Health Service Medical Officers via Lateral Entry;
5. Recommend for rotation and/or transfer of assignments, promotion, placement and training
of Medical Officers;
6. Monitor the admission and discharge of patients into and out of the PHS;
7. Recommend plans and participate in programs and activities relative to the Medical Service;
8. Disseminate evidence-based medical breakthrough and discoveries to improve the training
of medical personnel;
9. Evaluate overall performance of Medical Officers and recommend appropriate action;
10. Responsible for the safekeeping and efficient management of all records pertaining to
Medical Service;
11. Recommend policies and measures for the prevention of diseases;
12. Inform and advice the Director on the prevalence, incidence and endemicity of common
diseases;
13. Formulate policies on disease prevention and control;
14. Supervise the implementation of formulated policies related to disease control and
prevention;
15. Submit reports to the D, HS regarding the status/output of formulated policies related to
disease control and prevention; and
16. Perform other functions as the D, HS may direct.

NURSING SERVICE DIVISION


1. The Nursing Service Division will have administrative control over all Nurse Officers assigned
in the Health Service;
2. Responsible for the effective accounting and control of all Nurse Officers except those
officers performing staff/administrative function in ODHS.
3. Formulate and implement plans and policies pertaining to Career Development and
Management Programs for Nurse Officers;
4. Procure/Recruit potential Nurse Officer via Lateral Entry that is essential in maintaining the
utmost function of the Health Service;
5. Recommend for rotation and/or transfer of assignments, promotion, placement and training
of Nurse Officers;
6. Plan, coordinate and supervise all programs and activities relative to the Nursing Service;
7. Conduct evidence-based research on nursing breakthroughs and discoveries to improve the
training of nurse personnel and deliver high standard of health services;
8. Evaluate overall performance of Nurse Officers;
9. Responsible for the safekeeping and efficient management of all records of pertaining to
Nursing Service;
10. Perform other functions as D, HS may direct.

DENTAL SERVICE DIVISION


1. The Dental Service Division will have administrative control over all Dental Officers assigned
in the Health Service;
2. Responsible for the effective accounting and control of all Dental Officers except those
officers performing staff/administrative function in ODHS.
3. Formulate and implement plans and policies pertaining to Career Development and
Management Programs for Dental Officers;
4. Procure/Recruit potential Dental Officers via Lateral Entry that is essential in maintaining the
utmost function of the Health Service;
5. Recommend for rotation and/or transfer of assignments, promotion, placement and training
of Dental Officers;
6. Plan, coordinate and supervise all programs and activities relative to the Dental Service;
7. Conduct evidence-based research on dental breakthroughs and discoveries to improve the

ALLIED SERVICE DIVISION
1. The Allied Service Division will have administrative control over all Allied Officers assigned in
the Health Service;
2. Responsible for the effective accounting and control of all Allied Officers except those officers
performing staff/administrative function in ODHS.
3. Formulate and implement plans and policies pertaining to Career Development and
Management Programs for Allied Officers;
4. Procure/Recruit potential Allied Officers via Lateral Entry that is essential in maintaining the
utmost function of the Health Service;
5. Recommend for rotation and/or transfer of assignments, promotion, placement and training
of Allied Officers;
6. Plan, coordinate and supervise all programs and activities relative to the Allied Service;
7. Conduct evidence-based research on allied breakthroughs and discoveries to improve the
training of allied personnel and deliver high standard of allied services;
8. Evaluate overall performance of Allied Officers;
9. Responsible for the safekeeping and efficient management of all records of pertaining to
Allied Service;
