BRIEF NOTE ON BASIC TRAINING OF DANIPS (PROB.
) OF DELHI POLICE,
AT POLICE TRAINING COLLEGE JHARODA KALAN, NEW DELHI
1. Introduction :-
This institute provides basic training to directly appointed
DANIPS (Probs.) of Delhi Police who have to be professionally competent and
to work in Delhi Police dealing with different aspect of policing as per legal
aspects. Training is a conscious effort to impart, improve & increase
knowledge and skills and to develop attitudes and values of an individual in a
desired direction. It is a process of developing a person’s effectiveness through
carefully selected teaching methods by competent trainers in a suitable learning
atmosphere. Training is directed towards preparing an individual for taking
greater responsibility. The training involves teaching scientific aids in
investigation, gathering of intelligence, adequate knowledge of forensic science
etc. In the area of law and order the trainees are trained in crowd control,
regulation of fair and festivals, meetings, Political-religious processions, labour,
students, farmers issues etc. and other areas of conflict in society. They have
to be prompt and effective in action along with discretion, tactfulness,
considerations and compassion. By training they develop faith in preventive
aspect of police work as well as criminal justice system by following proper
procedures. They also learn to lead and command their men in times of need
and critical situation and also to look after the welfare of their men.
2.Duration of the training/Course is 24 months(12 months at police training
college and 12 months in distt., as field training.)
3. (a) INDOOR TRAINING:
An Asstt. Commissioner of Police (Training) is course
coordinator for DANIPS (Prob.) indoor training, assisted by an Inspector as
Asst. Course Coordinator and Supervised by Principal PTC as Course Director,
regarding all aspect of indoor training and general administration. Sr. Public
Prosecutors and Public Prosecutors teach law and constitutional provisions and
ACPs, Specialized inspectors teach police science and behavioral science such
as criminology, human rights and personality development, computers and cyber
crime etc. and other senior officers and outside faculties are called to teach
specific topics as per weekly time tables.
There are six indoor periods daily of 45 minutes duration each
from Monday to Saturday except Second Saturdays as holiday. The indoor
classes run from
10 AM to 3.30 PM with one hour Lunch break. The papers and subjectsa are

In addition, the trainees shall be provided the following specific training
inputs: -
1. First Aid
2. Fire-Fighting
3. Field visits to CFSL, FPB, NCRB, Mortuary & Courts, Delhi Jail etc.
4. Photography
5. Know my Delhi
3(B) Outdoor Training :
The daily duration of the outdoor training shall be as follows:-
1 Morning P. T. 45 Minutes
2 Morning Parade 90 Minutes
3 Evening Games/ Gym/ Commando 90 Minutes

4 ATTENDANCE:
90% attendance is compulsory to appear in final exam.
However there is provision for 5%+ 5% relaxation in case of genuine reason of
shortage of attendance.
5. MID TERM AND FINAL EXAMINATIONS :-
INDOOR & OUTDOOR midterm and final exams are conducted
after the completion of 5 months and eleven months of training respectively.
50% minimum marks are compulsory to qualify in each paper.
6. HONOUR LIST :-
The trainee may be awarded Lt. Governor’s Trophy for obtaining “All
Round Best” position if Joint Commissioner of Police, Training finds it
appropriate on the basis of strength of batch and on performance of trainees.
7. ATTESTATION PARADE :-
An attestation-cum-passing out parade, which will include an "oath-
taking ceremony”, shall be held before the trainees attain the rank of Assistant
Commissioner of Police. Those who do not qualify in the Indoor and Outdoor
examination will not be allowed to participate in the attestation cum passing out
parade or take any oath. If they qualify in the two additional chances given,
they will be administered oath and allowed to pass out of the PTC. No passing
out parade would obviously be held for such individuals.
8. DISCIPLINE :-
During the period of training the trainees shall be deemed to be under
the administrative control of Principal for all intent and purposes.
While the DANIPS (Prob.) are undergoing field training in the districts,
the concerned DCP would be the controlling authority of all the DANIPS (Prob.)
and would also get the ACR for the relevant period of the DANIPS (Prob.)
officer recorded because only he knows the calibre and capacity of the
DANIPS (Prob.) functioning under him. If any misconduct/ indiscipline comes to
notice, the matter shall be referred to Competent Authority for taking
appropriate action as per the rules on the subject.
9. WOMEN TRAINEES :-
The women trainee will not incapacitate themselves on account of
pregnancy during the training. Women trainees who are pregnant will not be
allowed to join training.
10. Field Training
After completion of one year basic training, all the trainees are
attached to different distt. For one year field/practical training. All districts
ensure that the Field Training of the DANIPS(Prob.) is completed in one year
as part of practical learning with attachment to Police Stations, Sub Division
and other offices in a time bound manner.
