1. Scope
This specification covers the requirements for approving non-metallic materials prior to release for
production, to ensure that the material meets the performance, reliability and durability required
for the Product Item. This specification also covers material processes to fabricate a product (e.g.
o-ring etc.).

Typical situations covered by this specification are the following:

4. Specifications
4.1. Significance and Use

4.1.1. This specification covers the following non-metallic materials specifications:

a. Non-Structural, Non-Coating CES 20000 series


b. Non-Structural, Coatings CES 21000 series
c. Plastic CES 22000 series
d. Rubber CES 23000 series
e. Gasket CES 24000 series
f. Hose CES 25000 series
g. Soap CES 26000 series
h. Adhesives CES 27000 series
i. Ceramic CES 28000 series

4.1.2. All non-metallic material specifications shall reference CES 10025 as an applicable
document. Examples of parts using non-metallic materials include but not limited to: o-rings, shaft
seals, gaskets, hoses, plastic components, e.g., valve cover and ceramic components, e.g., injector
plunger.

5. Procedure
5.1. General

5.1.1. All non-metallic materials and/or use of that material in an item of product shall meet
the requirements of this specification prior to approval for addition to an existing specification or
issuing a new specification. This specification along with all other applicable specifications, e.g.,
Source Control, Performance and Inspection, which define the item of product shall be met.

5.1.2. All non-metallic materials and/or use of that material in an item of product under the
umbrella of Engineering Standard Work (ESW), released without any Cummins material
specification, shall meet the requirements of this specification.

5.1.3. All non-metallic materials and/or use of that material in an item of product under the
umbrella of Engineering Standard Work (ESW) shall meet the requirements of this specification
and those of all applicable ESW. Cummins personnel driving any of the programs listed in Section
1. Scope on page 1 shall consult with Materials Engineering (CTC) on the test requirements for the
specific material and/or product affected.

5.1.4. All part drawings with non-metallic components shall have a Cummins material
specification, which shall be referenced in the Cummins drawing title block.

5.1.5. Figure A1: Non-Metallic Material and Part Source Approval Process-CES 10025 on
page 9 provides the process for approving non-metallic materials.

5.1.6. Figure B1: Specification Relationship on page 11 shows the relationship of CES 10025
to the material specification and other product specifications that defines the part.

5.2. New Material to an Existing Specification

This section applies to cost reductions, second source approval and changes to 1) existing material
formulation, including: raw material, compositions, morphology, particle size, 2) material
processing, or 3) manufacturing site to an existing approved material.

5.2.1. Material Testing

New materials shall be tested according to the applicable specifications, e.g., Performance and Test
Methods, as determined by Materials Engineering (CTC). The properties of the material and/or
material associated with the product item shall be verified in accordance with the material
specification. If no applicable performance specifications or test methods are referenced, Materials
Engineering (CTC) shall determine the applicable specification or criteria for determining the long
term performance equivalence of the new material with existing materials. A Cummins Technical
Report (CTR) documenting the results, conclusions and recommendations shall be issued by
Materials Engineering (CTC) or technical material summary provided to engineering lead for
incorporation into design/ product release documentation/ technical report.

5.2.2. New Material Testing and Engineering Standard Work


New material testing, as determined by Materials Engineering (CTC), shall include the
requirements of this specification and those of all applicable ESW. Cummins personnel driving any
of the programs listed in Section 1. Scope on page 1 shall consult with Materials Engineering
(CTC) on the test requirements for the specific material and/or product affected.

5.2.3. Approval

New materials which are shown to be equivalent to an existing material specification in accordance
with Section 5.2.1. Material Testing on page 4 and other applicable part specifications and
requirements of Section 6. Material Specification, Non-Metallic Materials on page 7, can be added
to the materials specification by issuing an Engineering Job Request (EJR).

5.3. Existing Material to a New Application

This section applies to the development of a new part or new part environment, e.g., new coolant
technology, whereby, the applicable Chief Engineer and Materials Engineering (CTC) have
determined that the application has requirements beyond the intended limits outlined in the
material specification and differences could affect long term performance.

5.3.1. Material Testing

Materials Engineering (CTC) in conjunction with the applicable Chief Engineer shall determine
the applicable material performance specification to determine the long term performance for the
specific application. A Cummins Technical Report documenting the performance specification and
the results, conclusions and recommendations shall be issued by Materials Engineering (CTC) or
technical material summary provided to engineering lead for incorporation into design/ product
release documentation/ technical report.

5.3.2. Existing Material Testing and Engineering Standard Work

Testing of an existing material to a new application or new part environment as determined by the
applicable Chief Engineer and Materials Engineering (CTC) shall include the requirements of all
applicable ESW.

5.3.3. Approval

A material approved in accordance with Section 5.3.1. Material Testing on page 5 is approved for
use in the new application. If the material is accepted for production by the Chief Engineer, the
applicable product engineering or development group shall have the responsibility to release the
new material specification and other applicable specifications by issuing an EJR and meeting the
requirements of Section 6. Material Specification, Non-Metallic Materials on page 7.

5.4. New Material Requiring a New Specification

This section applies to materials associated with cost reduction, product improvement or
development of new products requiring a new material not covered by a material specification to
meet a performance specification for an item of product.

5.4.1. Material Testing

Materials Engineering (CTC) in conjunction with the applicable Engineering Department shall
determine the applicable material performance specification for determining the long term
performance for the specific application. A Cummins Technical Report documenting the new
material specification, results, conclusions and recommendations shall be issued by Materials
Engineering or technical material summary provided to engineering lead for incorporation into
design/ product release documentation/ technical report.

5.4.2. Qualification Testing and Engineering Standard Work

Testing of a new material associated with a product not covered by a material specification as
determined by Materials Engineering (CTC) shall include the requirements of all applicable ESW.

5.4.3. Approval

A new material approved in accordance with Section 5.4.1. Material Testing on page 6 can be
released on a new material specification by issuing an EJR. If the material is accepted for
production by the Chief Engineer, the applicable product engineering or development group shall
have the responsibility to release the new specification in accordance with the requirements of
Section 6. Material Specification, Non-Metallic Materials on page 7.

5.5. Material Deviations and Material Reviews of Approved Materials

This section applies to situations where incoming part inspection does not conform to the material
specification or the part supplier requests prior approval for a deviation from the material
specification.
5.5.1. Material Testing

The Materials Engineering (CTC) Laboratory shall confirm the material property which has been
identified as non conforming. If the nonconformance is confirmed, Materials Engineering (CTC)
shall issue a report documenting the results, conclusions and recommendations based on applicable
performance specifications for that item of product. A Cummins Technical Report documenting
the results, conclusions regarding performance in the application, and recommendations, shall be
issued by Materials Engineering (CTC) or technical material summary provided to engineering
lead for incorporation into design/ product release documentation/ technical report.

5.5.2. Approval

The applicable Chief Engineer decides to accept or reject the recommendations per the applicable
approval process that is in effect at the time of the deviation.

6. Material Specification, Non-Metallic Materials


6.1. Material Specification Content

The content of the material specification for non-metallic materials shall be determined by
Materials Engineering (CTC) and shall contain the following information.

6.1.1. All non-metallic materials specifications listed in Section 4.1.1. on page 3 shall
reference CES 10025 as a requirement for approval of the material.

6.1.2. The acceptance data used for inspection of incoming parts shall be established by the
Materials Engineering (CTC), and whenever possible the data will be based on properties from
actual parts.

6.1.3. Non-metallic material specifications shall contain the following paragraph, which
states that Materials Engineering (CTC) is the referee for incoming inspection conflicts:

“Materials Engineering (CTC) shall be the referee when there is a dispute regarding incom-
ing/received material inspection results.”

6.2. Acceptance Data

All acceptance data will be based on test methods at the time the specification is issued. Supplier
data is not approved for material specifications because of differences in procedures among
suppliers. The supplier shall concur with the acceptance data. The specification shall only contain
non-proprietary information prior to releasing the specification.

6.3. Engineer Job Request (EJR)

The EJR releasing a specification change or new specification shall reference the part number and
either attach or reference the Cummins Technical Report (CTR). It shall also state in the EJR that
all other test requirements, e.g., engine test(s), as specified by the applicable engineering standards
have been met or have been waived by the Chief Engineer of the product.

7. Performance Specification (CES 14000 Series)


7.1. Non Metallic Materials-Test Methods

The performance specification for a material shall outline the test methods and acceptance criteria
for approving a material to a new or existing material specification. This specification is used to
predict the long term performance of the material in the engine environments. Typically, the
performance specification will cover just the mechanical and physical properties. Applicable
performance specifications are listed in Appendix C: Administrative and Performance
Specifications on page 12.

7.2. Non-Metallic Materials-Product Item

The performance specification for the material as supplied on the product item shall outline the test
methods and acceptance criteria for source approving an item of product to a new or existing
material specification. This specification is required when material processing in the
manufacturing of the product item can effect material properties and long term performance. O-
rings are a typical example where a performance specification is required for the material on a
product item. Whereby, the material properties, e.g., compression set, important to the application,
are evaluated and/or may be influenced by the material processing of the part. Applicable
Performance specifications are listed in Appendix C: Administrative and Performance
Specifications on page 12.

8. Inspection Specification (CES 16000 Series)


The inspection specification shall outline specific tests that are critical to the performance of the
item of product. This specification is typically used when non-metallic materials are 1) used in
parts with unique performance requirements, or 2) in conjunction with other materials and/or
processes that form the final item of product. The properties of the individual materials can not
determine the performance of the final product. Visual examination of non-industry recognized
characteristic for an o-ring surface is an example of a need for an inspection standard. The
inspection specification can specify the characteristics and the quality records the supplier shall
maintain to ensure consistent performance for a given part. Inspection specifications for non-
metallic materials are listed in Appendix D: Inspection Specifications on page 14.

9. Test Methods (CES 60000 Series)


Test methods outline the parameters, fixtures and data analysis by which the materials, processes
and/or parts shall be tested and evaluated. Documentation of test methods to support material,
performance, and inspection specifications covered by CES 10025, are the responsibility of Materials
Engineering (CTC). Applicable test methods are listed in Appendix E: Test Methods on page 16.
