WHEREAS, on August 28, 2024, the Commission on Elections (COMELEC)
promulgated Resolution No. 11M5 entitled "Rubs and Regulations C,ooerning: 'l)
Political Cnnztentions; 2) Submission of Nominees of Groups or Organizations Participating Under
the Party-List System of Representation and Parliatrcntnry System in the BARMM; and 3) Filing of
Certifcates of C^andidacy and Nomitution of and Acceptance by Offcial Candidates of Regbtered
Political Partbs or Coalitions of Political Parties in Connection tith the May 12, 2025 National anil
Local Elections and BAKMM Parliamentary Elections";
WHEREAS, Section 36 of the said Resolution provides that candidates for
Member, Sangguniang Panlalauigan shall file their Certificates of Candidacy (COCs)
with the concemed Office of the Provincial Supervisor (OPES);
WHEREAS, the said Resolution does not provide for the venue of filing of CoCs
for cities which are entitled to their own representatives in the sangguniang
Panlalawigan;
NOW THEREFORE, the COMELEQ pursuant to the powers vested in it by the
Constitutioru the Omnibus Election Code, and other election laws, RESOLVES, as it
hereby RESOLVED, to promulgate the following supplemental to Resolution No.
1L045:
SECTION 1. For cities which are entitled to their own representatives in the
Sangguniang Panlalawigan, the candidates shall file their COCs with the concerned
Office of the Election Officer (OEO).
SECTION 2. Effectioity. - This Resolution shall take effect immediately upon
promulgation.
SECTION 3. Publication and Dissemination. - The Information Technology
Department shall cause the publication of this Resolution in the website of the
COMELEC, and the Education and Information Department shall cause its
dissemination to all field of{icials of the COMELEC and to the general public.
