Planning
1. Works should cause minimum inconvenience to road users.
2. Work should be within the Aramco approved roadwork plan.
3. The site location, nature of the works and their duration determine the traffic control layout that will be
required. For planned works, a competent person should visit the site in advance and carry out a risk
assessment to determine the appropriate traffic management layout so that the correct equipment shall
arranged.
4. Liaison with the highway authority and other authorities or statutory bodies may be required in planning
the works to obtain any necessary licenses, approvals and temporary traffic regulation orders/notices in
advance of the works commencing.
5. For emergency works, as much warning must be given to road users as is reasonably practical and full
signing, lighting and guarding must be provided as quickly as possible.
6. Risk assessment/ Job Safety Analysis (this document) shall provide the guidance on the
requirements for signing, lighting and guarding site, identifies that measures are needed in addition to
those required by this Codes and GI, these must be implemented.

Training and competence:
1. Only appropriately, trained and competent operatives, supervisors, managers or other competent
persons should be engaged in the assessment, design, setting up, maintaining and removing of signing,
lighting, guarding and temporary traffic control.
2. Anyone placing portable traffic signals on a public highway must have a full understanding of the
requirements and correct operation of the signals.

- For night, work ensure workers are visible. Leg Bands provided for night work. Ensure
workers high visibility PPE is clean and has maximum reflectivity. High visibility coveralls
meeting CSM are also available to workers.

Responsibilities
It is your responsibility to:
1. Ensure that the correct procedures have been followed for works that involve the need for prior
consultation, consent or agreement;
2. Ensure that before you start that a site specific JSA has been carried out, paying particular
attention to the requirements of highway users, including pedestrians and vulnerable users. If
circumstances change, you should consider whether the JSA needs revising;
3. Ensure that before you start that the works site layout has been planned, necessary equipment
has been identified and that you know how you will set the site out;
4. Understand and implement pre-planned site safety requirements before starting the works; sign,
light, guard and maintain your works safely at all times;
5. Ensure that your works remain compliant and safe as works progress or following any alteration;
6. Ensure that the safety of yourself and others who pass near or through the works;
7. Consult your supervisor, manager or other competent person immediately if you are unsure about
any requirements contained in your work instruction; and
8. Ensure that the work team understands all key safety issues and the local site risk assessment
related to the activity.

Pre-Task Commencement:
1. Gather and wear the required PPE for the task.
2. The Foreman will complete the Daily Pre-task Form and conduct a crew huddle to review
with all workers the shift’s tasks and any associated hazards and control strategies.
3. Ensure all workers understand the Daily Pre-task Form contents, and sign off in
acknowledgement.
4. Ensure controls are in place prior to commencing work so hazards are mitigated/ eliminated
5. The Foreman will ensure that traffic protection measures are in place in accordance with SA
GI1021 and communicate the hazards and controls to workers when workers have the
potential to endanger by traffic.
6. Determine what equipment / machinery / tools and material, are required for the completion
of the task.
7. Inspect all equipment / machinery / tools prior to use and document the inspections on
appropriate forms when required
8. Ensure preventative maintenance activities have completed where required, prior to using
equipment / machinery / tools.
9. If equipment / machinery / tools damaged, remove it from use and notify the Foreman.
10. Install fencing and hording where needed
11. Locate utilities – Call, Coordinate and gain permit before any earth disturbances – As a
minimum precaution Internal Work Permit should issue.
12. Overhead hazards (i.e. power lines) will be identified, signs posted and a signal person
appointed as required.

HAZARD CLASSIFICATION
The hazards identified are classified as A, B or C according to their degree of potential
human impact considering severity and probability (i.e. from most severe and probable to
least severe and probable). Hazards are identified and color-coded as follows:
Class "A" Hazards A condition or practice likely to cause permanent disability, loss of life or
(RED) body part and/or extensive loss of structure, equipment or material.
Class “B” A condition or practice likely to cause serious injury or illness (resulting in

PRE-CONDITIONS:
 All personal associated with the job (SA/Contractor) shall be briefed about JSA in their local
language prior to executing the job. It is the responsibility of issuer band receiver to ensure
that the persons working at job site are aware of the JSA.
 All equipment and hand tools are good conditions and suitable for the job.
 Authorizes minimum necessary personnel to enter the area. All other personnel shall stay
away from the job site.
CAUTION:
 All persons associated with the job shall abide with the safety procedure and complied with the
JSA.
 The JSA cancelled once conditions change at the job site. The JSA also cancelled if there is
change in the method of doing not related with the job. The team shall stop all workers, cancel
the permits and re- apply in accordance with the Saudi Aramco standard procedure.
