1. GENERAL
1.1. ATIS

1.2. NOISE ABATEMENT PROCEDURES


1.2.1. RUN-UP TESTS
Request for engine testing clearance at any type of regime, as well as any ques-
tion regarding engine testing procedures, must be addressed to:
CEOPS
Outer phone: +34-922 426 101/ +34-922 426 103.
House phone: 26101/26103.
Fax: +34-922 426 141.
SITA: SPCAPYA
Engine performance testing at idle speed with a duration of less than 2 minutes
may be performed at stands H2, 4A, 5, 6, 6A, 7, 8 and 9.
Engine performance testing at idle speed with a duration longer than 2 minutes
may be performed at stands 3, 4, 10, 11, 12, 13, 14, 15 and 16.
If the testing is not at idle speed it must take place at the THRs.

1.3. STANDSTILL OF OPERATIONS IN THE MOVEMENT AREA


PROCEDURE (PPOAM)
Standstill Operations Procedure in the Movement Area is available, when RVR is
below 550m with the following phases:
PHASE 0: Notice
Conditions of RVR below 800m: notification to all concerned services and users to
prepare.
PHASE I: Standstill of Operations
RVR is below 550m: TWR shall not authorize operations while these conditions
persist, except special operations provided for in the procedure.
PHASE II: Renewal of Operations
RVR is 600m or above with a steady trend towards improvement, after checking
the status of the facilities and especially the movement area, if appropriate.

1.4. RWY OPERATIONS


RWY 36 shall be used for take-off and landing whenever the tail wind component
does not exceed 10 KT and/or a cross wind of wind 25 KT.
All ACFT, except AT72, CN35, C295 and ACFT with wingspan less than
88'/27.05m, must back-track at RWY end following taxi guidance sign.

1.5. OPERATION OF CODE LETTER D OR E ACFT


The operation of ACFT 4D and 4E (up to A330-900 NEO) is permitted.
ACFT shall taxi at low speed, with engines idling, and whenever possible and in
the case of a four-engine ACFT, with the outer engines switched off.
Separation distance between RWY and TWY centerlines is 352.7'/107.5m.
130^ turns to reach stand 14 from TWY should be avoided whenever possible.
Should this case arise, no other ACFT operations will be cleared during this
maneuver and until the zone has been reviewed by the marshaller.

1.6. TAXI PROCEDURES


Once cleared to taxi, the ACFT must start taxiing in less than 60 seconds, other-
wise the authorization will be cancelled.

1. GENERAL
1.7. PARKING INFORMATION
At stands 4, 4A, 5, 6, 7, 8 and 9:
- Use of 400 Hz facilities is mandatory.
- The use of the ACFT Auxiliary Power Unit (APU) is prohibited in these stands
in the period between 2 minutes after blocks-on for arrivals and 5 minutes
before blocks-off for departures.
- The ACFT APU may only be used when the 400 Hz facilities or mobile units are
not operating.
On stands 3 thru 11, 13, 15 and 16 push-back required.
Stands 4 thru 6 and 7 thru 10 equipped with Visual Docking Guidance System.

1.8. OTHER INFORMATION


1.8.1 GENERAL
Helicopter operations.
Area of magnetic abnormality.
RWY 36 right-hand circuit.
1.8.2. WIND PHENOMENA
The relief of the island of La Palma and the APT’s situation propitiate the appear-
ance, in certain circumstances, of a downslope wind over the APT, which can be
gusting and accompanied by windshear and turbulence phenomena.
This downslope wind can produce strong turbulence, which is seen in an area of
10NM and altitudes of up to 1500’. It is usually encountered when the surface
wind direction over the island is between 210^ and 330^, with intensity of 15 KT
or more, and generally with QNH below 1010 hPa.
Under these conditions a strong windshear effect can be produced in short final
position (of up to 50') and there may be large variations in the intensity and
direction indicated by the APT anemometers, depending on their exposure and the
strength and direction of the wind at each level and at each moment. Indeed, it
may even occur that the anemometers, or some of them, indicate light winds of
variable direction when they are temporarily in the lee of the relief, while the
intense downslope flow, accompanied by turbulence, is maintained at low
altitude.
It is recommended not to perform an approach when there is a downslope wind of
direction 210^-330^ and average intensity of 15 KT or more, and maximum of
20KT or more.

2. ARRIVAL
2.1. OPERATION OF CODE LETTER D OR E ACFT
Stand 9, 12, 15 and 16 available for code letter D ACFT.
Stands 4A, 6A, 11 and 14 available for code letter E ACFT.
ACFT of code letter E must perform oversteering maneuver on RWY exit.
ACFT shall be guided from the TWYs to their stands, if there is no docking guid-
ance available.

2.2. ADDITIONAL INFORMATION ABOUT RNP Z RWY 36


(LPV ONLY)
ACFT with capacity to use the EGNOS system might suffer losses of continuity
more frequently than normal on the final section of RNP Z RWY 36 (LPV ONLY)
approach procedure. Nevertheless, in the event of unavailability of the EGNOS
system, RNP approaches with other types of minima (LNAV/VNAV, LNAV, present
in the RNP Y RWY 36 and the RNP A) and conventional approaches would be
available.
Crews are reminded of the importance of checking during pre-flight whether the
EGNOS signal availability predictions are appropriate for the operation envisaged
at the destination.

2.3. CONTINUOUS DESCENT OPERATIONS


Depending on traffic situation, and if no need for interrupting the descent is fore-
seen, ACFT will be cleared to proceed to a STAR, or by means of a "direct to"
clearance to an Intermediate Fix (IF) of the STAR, to the Initial Approach Fix
(IAF), to an Intermediate Approach Fix or to the IF, to the minimum altitude of
the IAF or the IF of the instrument approach procedure, in order to allow a contin-
uous descent operation.

3. DEPARTURE
3.1. RWY OPERATIONS
3.1.1. MINIMUM RWY OCCUPANCY TIME
ATC shall consider that any ACFT which arrives at the holding position is com-
pletely ready to taxi to position on the RWY and start take-off immediately after
receiving the corresponding clearance. ACFT which cannot comply with this
requirement shall inform ATC before reaching that holding position.

RWY Incursion Hot Spots


HS1 and HS2 - Caution when entering apron (ACFT
backward movements).

Arrivals
ACFT shall establish radio contact with LA PALMA
TOWER over REPs: E, N or S and request clearance to
enter CTR. ACFT will be cleared to join the AD traffic
circuit or to hold over REPs until obtaining clearance.
Within the CTR 1000' AMSL or 1000' AGL shall be
maintained.

Radio Failure
ACFT with communications failure maintaining 1000' AGL
or AMSL or below, shall enter CTR by REP E maintaining
1000' AGL or AMSL or below and proceed to the
communications failure circuit expecting light signals and
staying away from any possible TFC in the AD circuit.

Wind Phenomena
The relief of the island of La Palma and the AD's situation
propitiate the appearance, in certain circumstances, of a
downslope wind over the AD, which can be gusting and
accompanied by windshear and turbulence phenomena.
This downslope wind can produce strong turbulence,
which is seen in an area of 10 NM and altitudes of up to
1500'. It is usually encountered when the surface wind
direction over the island is between 210º and 330º, with
intensity of 15 KT or more, and generally with QNH below
1010 hPa.
Under these conditions, a strong windshear effect can be
produced in short final position (up to 50'), and there may
be large variations in the intensity and direction indicated
by the AD anemometers, depending on their exposure
and the strength and direction of the wind at each level
and at each moment. Indeed, it may even occur that the
anemometers, or some of them, indicate light winds of
variable direction when they are temporarily in the lee of
the relief, while the intense downslope flow,
accompanied by turbulence, is maintained at low altitude.
It is recommended not to perform an approach when
there is a downslope wind of direction 210º-330º and
average intensity of 15 KT or more, and maximum of 20 KT
or more.
