Detail the steps to follow to carry out the start-up of the Quillacollo Municipality
Regulation Station for the Quillacollo-Santibáñez Primary Network, in accordance with the
procedure and regulations applicable to the YPFB operations and maintenance unit.

2. SCOPE
This procedure is applicable to all activities included within the execution of the start-up of
the project “CIVIL AND MECHANICAL WORKS FOR THE CONSTRUCTION OF A
REGULATION STATION IN THE MUNICIPALITY OF QUILLACOLLO FOR THE PRIMARY
NETWORK OF QUILLACOLLO-SANTIBÁÑEZ”. Considering that in all projects, construction,
operation and maintenance of natural gas collection and transportation lines and
complementary facilities, current national or municipal policies, regulations and standards
on environmental pollution and rational use of water resources will be taken into account.

Likewise, Emsuigas applies the conventional procedure for starting up the regulation
station in coordination with YPFB, and according to operating pressures managed and
communicated by YPFB for this regulation system, according to the Terms of Reference.

3. DEFINITIONS
All work will be carried out according to this item, which will have the following points to
be executed:
 Pressurized line venting: According to the programming and closing of trunk or
intermediate valves that YPFB has, to carry out the total unpacking of gas flow and
venting. This operation must be coordinated with Supervision through a schedule
of events.
 Interconnection: Emsuigas will carry out the corresponding interconnection,
according to the current operating procedures and regulations and in accordance
with good operating practices.

 Start-up: Once the interconnection operations and procedures have been


completed, the valves will be started up, as detailed in this procedure.
 Dew Point Measurement: according to the procedure detailed in this document.

5. RESPONSIBILITIES
5.1 Construction Resident:
 Direct and accompany activities.
 Review and comply with the provisions of this procedure.
 Check all project executions and procedures for their correct execution.
 Verify compliance with prudent and operational practices.
 Coordinate operations with the approval and authorization of YPFB.
 Establish direct communication with the Supervision in charge of the Project.

5.2 Quality Control Supervisor:


 Monitor compliance with the provisions of this procedure.

 Control the inspections and verifications required in this procedure.

 Inspect and verify quality as described in this procedure.

5.3 Safety and Environment Supervisor

 Inspect and verify compliance with this procedure during the execution of the
works, in addition to providing the necessary safety during the venting of the line,
interconnection, and start-up.

6. DESCRIPTION
6.1 General Considerations

This procedure will identify the personnel responsible for carrying out the start-up, in
addition to ensuring quality and safety during the execution of this work.

The corresponding tests have been previously carried out Before the start-up, ensuring
that the installation has been controlled (tightness test) in order to avoid leaks in the
flanges, in the connections of the impulse lines, pilot feed tubings, unions, etc. According
to what is established in the hydrostatic test carried out according to current regulations.

6.2 Pressurized Line Venting


The venting of the pressurized line will be carried out first by verifying and identifying all
the valves that are close to the place where the pressurized line is vented.
Emsuigas staff will determine the valve to be used to close the flow of the pressurized line
to which the interconnection will be made, in order to guarantee the least loss of gas
volume to be depressurized.

Emsuigas will isolate the area where the venting will be carried out, in such a way as to
ensure that no gas spark is generated for any reason, thereby achieving combustion with
the vented gas. This activity is planned according to the safety and environmental
procedure.

During the venting of the pressurized line, Emsuigas personnel will measure the gas using
a gas detector to ensure that there is no gas remaining and will verify the permissible
limits of gas presence at the operating site.

Interconnection
Once the line has been completely depressurized and it has become evident that there
are no trapped gas pockets, the interconnection will proceed, taking into account the
following parameters during this work:

The interconnection will be carried out by using ANSI 300 flanges. For this activity, the
correct placement of the accessories will be carried out, having the packings and the
studs between them. For the torque of the latter, it will be carried out according to
current regulations, in order to avoid tension or possible damage to the valve or the
packing, in addition to providing the necessary tightness to the connection.

Start-up
The procedure should ensure that each regulator is in good working order, controlling set
pressure, operating smoothly, and closing within expected and accepted limits.

The Emsuigas company will vent or displace all the air that is present in the line together
with the gas from the existing line, for which Emsuigas together with Supervision will
define the venting of the existing air within the line.

In itself, the start-up to be carried out by the Emsuigas Company will consist of the
pressurization of the new lines, for which the previously mentioned flow shut-off valve will
be opened. This closure will be done gradually taking into account the following
percentages (10%, 25%, 35%, 50%, 60%, 75%, 90%, 100%) in order to avoid any damage or

sudden impact to the line and accessories equipment installed in the Regulation Station, in
coordination with YPFB.

Once the line is pressurized (Regulation Station), each and every connection (flange) will
be checked to verify that there is no gas leak using a gas detector or the use of soapy
water.
It is prudent to wait a certain amount of time to verify the correct operation of the
regulator, observing its smooth reaction and good control of the regulated pressure.

DEW POINT
Once the line has been started up (pressurized with natural gas), the gas dew point will be
verified. This will be done in order to measure the moisture content present and verify
whether it complies with the applicable current regulations.

Emsuigas will verify the dew point at the initial and final points where it will be
interconnected to the new line.

Main regulator tightness

With line I in operation, the outlet valve will be slowly closed. To control, in this situation,
the correct supply of gas through Line II.
On line I, check, using the position gauge, whether the pressure remains at a logical value
and does not experience any increase.
If any leak is detected, the Main regulator and/or its pilot or the Monitor pilot must be
checked to verify its tightness at Q=0.
If the above is achieved, the Main Regulator tightness verification is accepted as complete.

The waste generated as a result of this activity will be managed and disposed of according
to the Solid Waste Management Procedure.
