1. INTRODUCTION
Banglalink is one of the leading telecom operators with distributed footprint in Bangladesh. Bringing
continuous changes, Banglalink has established very efficient policies and processes which is one of its
dominating strengths. To keep services available to their customers we are focusing on energy domain.
As part of continuous improvement and from a better sourcing point of view, Banglalink has decided to
conduct a sourcing process for supply and service of renewable energy systems.

2. KEY FOCUS AREA


Banglalink is highly focused on giving premium service to its customers and customer obsessed. Banglalink
is trying to ensure reliable and efficient power products with optimum cost and premium service.

3. SCOPE OF WORK FOR THE SUPPLIERS


Scope of work under project is the supply, installation and commissioning of solar system and solar energy
(KWH) as per specifications and contract including all materials.

4. GENERAL CONDITION (OPEX MODEL)
Solar Energy rent:
a. The supplier is responsible for supplying, installing, and maintaining the solar system at site as per
required capacity. Installation materials - Solar panel, Controller/Inverter, cable with accessories,
Junction box, structure, energy meter, CKT etc.
b. The purchaser will provide the relevant areas for solar system installation.
c. Purchaser will purchase solar energy (KWH). Solar generation will be minimum average
3.8KWH/KWp per day over the year.
d. Supplier will provide the energy meter reading with pictures to purchaser for every month.
e. Contract period could be 10 to 20 Years. If the contract is terminated before the agreed tenure
date, purchaser will be bound to provide the certain percentage of energy generation cost for the
rest of period.
Vendor to provide the required percentage of amount per year for not to continue services.
f. The Energy metering system along with the Solar system shall be tested and maintained by the
supplier through contract tenure.
g. Solar modality will be with net-metering or without net-metering. For net-metering solar system,
supplier will be responsible for all necessary permission and arrangement from concerned
authorities.
h. For solar system installation on roof top of Data Center, supplier need to build additional civil base
to mounting solar structure and avoid any hole/drill on existing roof.
i. If relocation of the solar system is required from any site, Purchaser will bear the full cost of
dismantle, transportation and Re-installation.
j. If any solar system relocation is required, purchaser and supplier will calculate the BoQ, Purchaser
will provide the PO as per purchaser management decision.

5. GENERAL CONDITION (CAPEX MODEL)


i. Supply and installation of 4KW, 6KW and 12KW, 50KW, and 80KW solar system at Site:
(DC SL. 2-4 RAN SL.1-4)
a. Supply and installation of full set solar system with accessories and solar mounting structure on
roof, ground, and tower at any sites of BL network (including remote site- Island/Hill track).
b. Material supply and installation: Solar panel, Charge Controller/Inverter, junction box, mounting
kit (Angel, Nut-Bolt, Bracket, Clamp etc.), cable, tie, electrical tape, bitumen tape, cable luge,
painting, Grounding (panel, junction box, controller/inverter: Cu 16 RM and aluminum 25 RM),
Circuit breaker, cable connector, Welding, mobilization, labor with any other require necessary
accessories.
c. Cable: Panel to panel series connection and panel to junction box parallel connection cable must
be used based solar capacity design as per OEM recommendation. Cable brands will be BBS, BRB,
SQ, Bizli, Partex or similar brands. Junction box to charge controller/inverter to rectifier/MDB
cable will be provided by Purchaser.
d. Solar panel and inverter brand must be in approved list of SREDA authority.
ii. Site Survey: (RAN SL.5)
The purchaser will provide the probable site list for Solar system installation, and supplier shall visit
the site and provide the plan and design based on site survey. The Supplier will check and confirm the
clear position of south face between the sun and panel. Supplier shall be submitting their proposal
with detailed design for approval to purchaser.
iii. Charging controller and Inverter:
a. Supply, installation, and transportation of 3KW/4KW solar charging controller/different capacity
inverter to any sites of BL network with necessary accessories cable, Nut-Bolt, Bracket, Clamp,
Grounding (Cu 16 RM and Aluminum 25RM), Circuit breaker, cable connector, Welding etc.
b. Charging controller, inverter brand and model must be accepted by Bangladesh power
authorities.
c. Controller/Inverter should have data storage of Last minimum 90 days data (Hourly and Monthly
Energy, Max, and Min voltage (Solar Array and Battery), Max and Min Current (Solar Array and
Battery). Data gateway- USB port, pen drive, laptop. Store system must be inbuilt at controller
and inverter system and data directly collected from controller and inverter by pen drive, laptop.
Gateway USB, RJ45.
d. Display must be available and show all data and settings, and have alarm indicator LED (Red,
Yellow & Green).
e. Controller/ inverter output and input nut-bolt fixing properly and maximum cable size as per
OEM recommendation.
iv. RCC casting: (RAN SL.6)
a. Supplier shall check the RCC casting feasible area at site and propose the plan and submit design
to purchaser for approval.
b. Supply, transport, design and build of RCC base and column with 14 mm dia rod (8-8 Pcs Rod)
using 8 mm dia rod for ring (specially for lintel, material ratio Cement: Stone: Sand= 1:2:4)
c. Supplier shall provide the service, supply, transport for any sites of BL network with necessary
accessories, wood, welding, mobilization, labor, paint, water, monitoring etc (Incl. remote/island
sites)
d. Supplier shall supply the following banded material. Rod brand: SSRM, PHP, Anwar Ispat, Rahim
Steel Mills, GPH Ispat, KSRM, AKS, BSRM, SCRM, RSRM. Cement: MIR cement, Shah Cement,

Bashundhara Cement, Crown Cement, Holcim, Fresh Cement, Premier Cement, Seven Ringe
Cement, Akij Cement, Confidence Cement. Sand: Sylhet sand or similar sand. Quality stone and
recommended for civil work. Nonbrand/ copy material will not be acceptable.
v. GI Pipe and MS angle: (RAN SL.7-8)
a. Supplier shall supply and installation of GI Pipe 4 Inch and Thickness 5mm and of MS angle 3 Inch
and Thickness 5mm.
b. The supplier shall deliver all necessary accessories welding, paint, nut-bolt, clamp etc.
c. GI Pipe and MS angle brand: Government recommended and approved any Bangladeshi quality
company. Nonbrand/ copy material will not be acceptable.
d. Supplier shall provide the service, supply, transport for any sites of BL network (Including remote
site-Island/Hill track).
vi. Power Cable: (RAN SL.9-13)
a. Supplier supply of following cable: 1X10, 1X16, 1X25 RM BYAF DC copper power cable and 4x10
rm and 4x25 rm NYY cupper Power cable.
b. Supplier shall supply the following branded cable. Cable brands will be BBS, BRB, SQ, Bizli, Partex
or similar brand and origin of DC cable. Nonbrand/ copy material will not be acceptable.
c. Supplier responsible for supply, transportation and install for any sites of BL network (Including
remote site-Island/Hill track).
vii. Net Metering: (RAN SL.14-15)
a. Supplier shall supply and install the net metering of any sites of BL network (Including remote
site (Island/Hill track)).
b. Supplier shall provide the Net meter, necessary accessories (cable, Nut-Bolt, Bracket, Clamp,
Grounding (Aluminum 35 RM), Grounding accessories, Circuit breaker, cable connector etc.)
c. Supplier should follow up, process and approval from power authority. Communication and
necessary document process as per power authority requirement/guideline.
d. Before starting the work, vendor shall visit the site for installation plan and design and submit
to purchase for necessary approval.
viii.Supply of solar panel:
a. Supplier shall deliver the solar panel to any sites of BL network (Including remote site-Island/Hill
track).
b. Solar panel capacity, efficiency, brand, type, size etc. will be as per given technical specification.
c. Supplier shall be solely responsible for all the mobilization, labor, and resources etc.
d. The supplier shall be responsible for any damage broken during the mobilization.
ix. Solar system Preventive and Emergency maintenance: (RAN SL.16-19)
a. Supplier shall be providing the service and maintenance for any sites of BL network. Service
charge will be deferent for normal sites and remote sites (Island/Hill track).
b. Supplier shall be responsible for transport, labor, standard tools usages etc. during the service
and maintenance.
c. Preventive Service and maintenance scope comprise of cleaning and checking of solar panel,
controller, inverter, Solar panel frame, and check the cable and all over connection, panel frame
and structure, functionality of controller, inverter, and net-meter setting and data etc.
d. Supplier shall collect the data (Minimum 90 days) from controller, inverter, and net meter.
e. Supplier Shall provide the pictures (after and before), PAT, 90 days data and complete report to
Purchaser.
f. During the servicing and maintenance if required any accessories, supplier shall provide the nut-
bolt, clamp, cable tie, electrical tape, bitumen tape, cable luge, painting, brass, jute, 4/6 rm DC

cable for panel-to-panel connection etc. Supplier shall use the stranded tools during the service
and maintenance.
g. Emergency Service and Maintenance as requirement of Purchaser, supplier shall provide service
to to any solar site of BL network. Purchase will issue ticket through Mail/SMS/WhatsApp for
emergency service to Supplier. Supplier will attend at site maintaining SLA and find out the root
cause, create and share report to Purchaser and provide required solution maintaining SLA and
provide necessary support for rectification with require major spares provided by Purchaser and
minor spare parts will be provided by supplier.
h. Major parts are solar panel (Per site 200 to 1500-watt solar panel will be (solar panel size and
quantity depend on existing solar panel size and quantity), controller, inverter, cable, junction
box, Mate (data collect gateway), and Minor parts are cable, CKT and accessories .
x. Supply of solar controller mate and junction box:
a. Supplier shall provide the solar controller mate and junction box for any sites of BL network
(Including remote site-Island/Hill track).
b. Supper shall provide the standard quality of junction box and maintain the Wire leads connecting
the panel to the string and bypass diodes are located inside the junction box. Protection Degree:
IP65 or IP68.
c. Supper shall provide the standard quality of solar controller mate and international certification
(CE, RoHs, SGS, ISO9001).
d. User easily will collect the data from mate (Store Last minimum 90 days data (Hourly and
Monthly Energy, Max, and Min voltage (Solar Array and Battery), Max and Min Current (Solar
Array and Battery) etc. Pote: RJ45, USB. Data is easy to collect by pen drive, laptop.
e. During the installation if required any accessories, supplier shall provide the nut-bolt, clamp,
cable tie, electrical tape, bitumen tape, cable luge, 4/6 rm DC etc.

8. DELIVERY
Supplier will deliver the complete solar system to BL within a maximum of Eighty (80) calendar days
from the day of PO issuance.

9. WARRANTY

c. Solar panel- Eight (08) years.

f. Accessories- painting, Grounding, Circuit breaker, SPD, Distribution box,
MDB, Energy meter- Two (2) years.

The Warranty period will start from the date of PAT Acceptance of Solar system on site.
 Supplier will collect damaged/fault items from Banglalink site and after rectification is done, will
re-installation at site.
 During the warranty period the supplier will replace/repair damaged items as per the following
SLA.
 Replaced or repaired item warranty will be same from date of PAT acceptance.
 Warranty is not applicable for stolen case, physical damage and burn case (Banglalink).
 Though solar panel will be broken or damaged by hailstorm, supplier shall replace it under
warranty clause.
 Vendor needs to ensure sufficient facilities and minimum 3% spares for warranty.
 For only DG+Solar site, supplier will provide warranty support within 72hrs.

10.OPEN BOX INSPECTION (OBI)

 OBI will be conducted by both parties (BL and Suppliers) within Two (2) working days after
delivering the product to Warehouse/Site.
 If any partially/full DEFECTS in terms of quality or quantity found during OBI, vendor is liable to
replace the faulty products or BL will claim the financial adjustment or impose penalty as per
clause.
 Before OBI supplier shall provide order document, LC document, shipment document, product
certification, company profile, and manufacturer company POC information (Company name,

Email address, Phone number, website information etc.). Supplier shall provide all information
before shipment and shipment document with ship tracking-number after shipment (within 3
days from the shipment confirmation date). Note that, no need to provide any type of supplier
material price information to purchaser.
 If the supplier fails to provide the following information, and provides non-band/ copy product,
low quality, not matching with SoW etc. Purchaser has right the cancel the PO and impose the
penalty as per clause.

11.ACCEPTANCE:

The requirements related to Acceptance are set out in each case description. However typically Purchaser
will issue a Acceptance on site after successful achievement of the below activities: -

 Supply and installation with commissioning.


 Acceptance of element Capacity/Quality/Quantity as per the Scope of work of the Contract.
 All documentation is delivered.
 If the equipment is put on live without any major snag, the supplier will be considered
eligible for acceptance.
 Acceptance is mandatory with invoice submission.
 Banglalink user team will check the product quality, installation quality and authenticity.
 If product quality and installation quality are not good or up to the mark and non-
branded/copy product, Banglalink user team has the right to reject product / installation
services. vendor is liable to replace the faulty products/ installation service and BL will
claim the financial adjustment or impose penalty as per clause.

12.PREVENTIVE MANAGEMENT SERVICE (PMS):

Supplier will ensure preventive maintenance service of solar system with three (03) month interval for
two (02) years from date of acceptance for every site. All require spares, services and transportation for
PMS will be free of cost during two (02) years and supplier will be responsible to ensure PMS on due time.
Total PMS quantity will be seven (07), three (03) in 1st year and four (04) in 2nd year.

13.LIQUIDATED DAMAGES (LD) & OTHER PENALTY POLICY

For ensuring the performance and seriousness from vendors Liquidity Damage is fixed. It is designed
based on severity, criticality, and intension of the jobs. However, BDCL expects all partners will follow
the compliance policy, CoC and SLA to avoid LD.
