1. REPUBLIC ACT NO. 229
A Philippine law known as Republic Act No. 229,
which was issued on June 9, 1948, forbids
cockfighting, horse racing, and jai-alai on December
30th of every year, which is also the day that Jose
Rizal, the country's national hero, was martyred. The
goal of the law is to guarantee that Rizal Day, a
national holiday honoring Rizal's life and legacy, is
properly observed. Every municipality and chartered
city must establish a committee, led by the mayor, to
supervise the celebration. This committee has the
authority to ask local organizations and government
agencies for help in planning ceremonies and
activities, such as lowering the Philippine flag at half-
mast on all public buildings and ships. People or
organizations that break the law are also subject to
be fined.

2.MEMORANDUM NO. 247

The memorandum was issued by President Fidel V.


Ramos on December 26, 1994. This memorandum
focused on the implementation of Republic Act No.
1425, also known as the Rizal Law. The Rizal Law,
passed in 1956, mandates the inclusion of courses on
the life, works, and writings of Jose Rizal in all public
and private schools, colleges, and universities.

Memorandum Order No. 247 aimed to ensure that all


educational institutions were complying with the
Rizal Law. It directed the Secretary of Education,
Culture and Sports, and the Chairman of the
Commission on Higher Education to take immediate
steps to fully implement the law. The memorandum
also stated that disciplinary action would be taken
against any institution found to be non-compliant.

Therefore, while there is no record of a Memorandum


Number 247 during Rizal’s lifetime, the existing
Memorandum Order No. 247 from 1994 highlights the
importance of Rizal’s legacy and the continued effort
to ensure his teachings are integrated into the
Philippine education system.

3.CHED MEMORANDUM ORDER NO. 3 SERIES OF


1995

CHED Memorandum Order No. 3, Series of 1995,


issued by the Commission on Higher Education
(CHED) on January 13, 1995, was a directive aimed at
ensuring the full implementation of Republic Act No.
1425, also known as the Rizal Law. This law
mandates the inclusion of courses on the life, works,
and writings of Jose Rizal in all public and private
schools, colleges, and universities. The memorandum
was issued in response to Memorandum Order No.
247, issued by the Office of the President on
December 26, 1994, which directed the Secretary of
Education, Culture and Sports and the Chairman of
CHED to fully implement the Rizal Law.
CHED Memorandum Order No. 3, Series of 1995,
essentially served as a reiteration of the directives
outlined in Memorandum Order No. 247. It
emphasized the importance of complying with the
Rizal Law and directed all heads of state colleges and
universities, as well as heads of private schools,
colleges, and universities, to fully implement the law.
The memorandum also included a copy of
Memorandum Order No. 247 for the guidance of all
concerned.

In essence, CHED Memorandum Order No. 3, Series


of 1995, served as a formal directive from CHED to all
educational institutions under its jurisdiction,
reinforcing the importance of the Rizal Law and
demanding strict compliance with its provisions. The
memorandum aimed to ensure that all institutions
were actively incorporating Rizal's life, works, and
writings into their curricula, thereby fulfilling the
spirit and intent of the Rizal Law.
