MANDATE AUTHORISATION LETTER
Dear Advantabv,
This is to notify you that our company has appointed you as our official recognized mandate or sales
representative (export basis) with a nationality of Kazakhstan, with respect to coverage provided to this
organization by Advantabv.
We hereby appoint and bear witness that Advantabv, is an official and legal mandate representative of
“PETROLEUM ENERGY REFINERY « (the seller). We have officially authorized him to source for potential
and principal end buyers, conduct negotiations regarding oil and gas products on behalf of “PETROLEUM
ENERGY REFINERY « at all levels, and to make proper negotiations and preparations before signing the
contract agreement.
The authority and mandate that you are granted shall not be restricted to any territory and shall have a duration
of six (6) years from the above date, subject to extension only by mutual agreement.
The entire Board of Directors of “PETROLEUM ENERG, TOO REFINERY " (a leading prime mover in
energy, oil & gas and agrochemical fertilizer sector in the Republic of Kazakhstan, hereby irrevocably declare that
Advantabv, is duly appointed as our Mandate and Representative with our corporate power and authority to
negotiate, offer, to speak and represent in our corporate interest, to co-sign contracts when authorized, for and on
our behalf with the full knowledge and consent of the Management Board Of " PETROLEUM ENERGY, TOO
REFINERY ". This power of attorney remains in force for a period of Six (6) years and may be renewed
thereafter at the discretion of " PETROLEUM ENERGY, TOO REFINERY “ We urge our prospective clients
including organizations and governments to whom our esteemed Mandate may present this letter; to do business
and accord him equal respect and honor as would be granted to our corporate executives without recourse. Further

shall respond accordingly.
