Foreword
This report contains information on the performance of the National Probation Service in 2004/05.
These represent a record level of performance with virtually all the targets set achieved. This is a
result of the hard work and commitment of staff at all levels. I would like to take this opportunity to
convey my thanks for your contribution over the year.
The table below shows the real improvements made by the NPS during 2004/05.
Although the enforcement target of 90% for the whole period was not achieved, for the first time
ever enforcement exceeded the target for the whole of the final quarter of 2004/05. This has been
an enormous achievement. In 1999 the figure was 44% against a lower standard which permitted
three unacceptable absences before an offender was breached.
For the first time ever, the NPS achieved the target for accredited programme completions. The
Basic Skills starts/awards targets were both achieved even though they had been doubled from the
previous year. The new target on ECP was also achieved. The DTTO completion rate (36%)
exceeded the target – this represents a real improvement on the 28% quoted in the Public
Accounts Committee report in 2004. The NPS continues to perform well in relation to the victim
measures.
The target for DTTO commencements was increased from 9,000 to 13,000. Performance improved
with a record number of DTTOs made but it was still short of target. There is some evidence that

other initiatives like the Drug Interventions Programme (DIP) are having an adverse impact on
commencements. It will be important to ensure that there remains a focus on maximising the
number of appropriate DRR/DTTO commencements.
The performance on compliance exceeded the target if orders that are allowed to continue are
included. This is a significant measure of the NPS’s ability to keep offenders under supervision in
the community. However, there is an increasing focus within Government on promoting “first time
compliance” with fines, bail warrants and community penalties. There will have to be more work
done within the NPS during 2005/06 on encouraging offenders to comply more effectively with
supervision so that the burden on courts and ultimately prison is minimised.
It is a matter of concern that there has been no change in relation to the sickness target for staff.
The National Audit Office are doing a major report on this issue and the NPD/areas will need to
take significant action to improve performance.
During 2004/05 the NPD has tightened the focus on performance management through the use of
the ITPR (Individual Target Performance Report) framework in London since May and in the
regions since September. The approach was extended to include some of the poorer performing
areas. The NPD will be reviewing the value of this approach with the areas involved.
The weighted scorecard presented at the end of this report covers 2004/05. If performance against
target is considered (column 1), the number of areas above zero has risen from 15 to 35 over the
year. This represents an excellent improvement. London is now reported in its four quadrants and
all these are below the target but there has been some significant improvement. There are six
other areas below target – of these only Devon & Cornwall (marginally) and West Midlands
(significantly) have failed to improve their performance. Both these areas have clear plans for
performance improvement during 2005/06.
Apart from London there has been significant improvement in Kent, Suffolk, Hertfordshire, Avon &
Somerset, Essex, Norfolk, West Mercia, Cumbria, Gloucestershire, Cambridgeshire, South
Yorkshire, Staffordshire, Cheshire, Hampshire, Warwickshire, Gwent, Thames Valley, Lancashire,
Merseyside, Derbyshire, South Wales, Northumbria and Nottinghamshire – all these areas had
been below target in 2003/04.
2004/05 has been a very good year for the NPS. Performance has never been stronger and must
be the bedrock of our approach to 2005/06. As NOMS develops it is of critical importance that
performance to protect the public and reduce re-offending remains our highest priority.

Introduction
Enforcement
87% of relevant cases monitored between April 2004 and March 2005 were enforced within 10
days in accordance with National Standards. On a month-by-month basis, the 90% target was
reached or exceeded in each of the last three months of the year.
Compliance
The compliance data in this report includes those offenders who have been breached by the NPS
but where the court has allowed the order to continue. This reflects the principles used in the
weighted scorecard. The cumulative figure for 2004/05 was 79% compared with the target of 70%
for all orders and licences, i.e. almost 8 out of 10 offenders are still in acceptable contact after six
months' supervision.
15,595 programmes were completed in 2004/05 meaning that the 15,000 target was exceeded by
4%. Over 2,400 more programmes were completed than in 2003/04.
38,473 completions have been achieved, 28% above target.             The 30,000 target was actually
exceeded in January 2005.
10,322 DTTOs commenced in 2004/05 meaning that 79% of the 13,000 target on commencements
was met. This is against a target that increased by 44% since last year’s. Over 1,800 more starts
were achieved in 2004/05 than in 2003/04.
Basic Skills
34,199 offenders commenced basic skills courses in 2004/05, 7% above the 32,000 target and
over 19,200 more starts than in 2003/04. 9,451 basic skills awards were delivered in 2004/05,
18% above the 8,000 target and over 6,600 more awards than the year before.
Sickness Absence
The average number of days lost due to sickness per employee per year in 2004/05 was 12.3
days, the same as in 2003/04.
Victims
In the first three-quarters of 2004/05, 93% of victims were contacted within the 8-week standard,
exceeding the 85% target.

PSR timeliness
The NPD agreed to report on the proportion of court reports that met the deadline set by the court.
The problems with data received from areas that were highlighted in the previous report are
ongoing and it means that the NPS will begin reporting on the new basis in 2005/06. In the
meantime we will report on the proportion of PSRs that were written within the 15-working day
standard. For 2004/05, this figure, nationally, was 73%. The target is 90%.

1.       Enforcement and Compliance – April 2004 to March 2005
The Home Office Delivery plan target (and SDA target) is that the National Probation Service takes
enforcement action in accordance with the National Standard in 90% of cases where the offender
has breached his/her order. To fully meet the standard, three things must be achieved:
    breach action taken on or before a second failure assessed as unacceptable (third failure in
     licence cases)
    the court contacted for a hearing date
    all of this achieved within 10 days.
National Standards monitoring on enforcement uses a sample of cases commenced six months
previously, so the sample for the reporting period April 2004 to March 2005 will contain cases that
commenced between October 2003 and September 2004.
The overall performance on enforcement has improved considerably and the 90% target was met
or exceeded in each of the last three months of the reporting year.
     •   Nearly two thirds of areas met or exceeded the 90% for breach action within 10 days.
     •   A further 13 areas were above 80% for breach action within 10 days.
     •   Only four areas were more than 10% below target, namely:
Compliance for 2004/05 reached 79% (based on the proportion of cases where there were no 2nd
(or 3rd for licences) unacceptable failures or where the order was breached but allowed to continue
by the court). Based on this way of measuring compliance all areas except London South and
London West were above the 70% target.
For the compliance measure in the weighted scorecard we will apply targets for the level of contact
with offenders. The targets are that 90% of appointments are arranged in accordance with national
standards and 65% of appointments are attended (these are averaged across a basket of
standards).
Nationally, performance on these for 2004/05 was 85% and 61% respectively. In terms of area
performance, the most serious under achievers for appointments offered and kept were:

3.      Enhanced Community Punishment (ECP) - April 2004 – March 2005
ECP monitoring was introduced in October 2003 with a target of 25,000 commencements to be
achieved by the end of March 2004. The target was exceeded. In 2004/05 the target was
changed, placing the emphasis on completions and this target was likewise exceeded. Over the
period April 2004 to March 2005, 38,473 completions were achieved, 28% above target.

Completion Rate
In 2004/05 for the first time areas were set the target that at least 35% of their DTTOs should
complete successfully. The full-year figures show that this target was exceeded by 1%. The area
breakdown is shown below:

6.      Race and Ethnic Monitoring
At the end of December 2000, 9.8% of probation staff were from minority ethnic backgrounds (see
regional breakdown below) compared with a target of 8.4% set for 2009. Probation Statistics
published for the year ending March 2003 (the latest available) show that overall the representation
of minority ethnic groups in NPS staff for England and Wales, was 11.3% against 9% in the Labour
Force Survey 2001 (LFS).
All of the regional targets have already been met across the NPS with some significant
improvements since 2000. Some additional achievements have been made:
• There are 6 minority ethnic board chairs. (None of the previous 54 committee chairs was.)
•    There are presently 84 minority ethnic board members (there were only a handful previously on
     probation committees).
•    There are particularly encouraging trends in specific probation areas. Bedfordshire, Greater
     Manchester, Leicestershire & Rutland, London, Merseyside, Nottinghamshire, South Yorkshire,
     Warwickshire, West Midlands & West Yorkshire all indicate that over 10% of their staff are from
     minority ethnic groups. As these are local areas with significant clusters of people from
     minority ethnic communities, it reflects a Service that is increasingly representative of the
     communities it seeks to serve.
•    ACO/Area Manager grades have seen a small rise from 13 at the end of 2001 to 15 at the end
     of March 2003. A scheme to provide for development needs such as mentoring and coaching
     is being implemented to identify and develop talented minority ethnic staff.
•    9.2% of senior probation officers (middle managers) are from minority ethnic groups. This has
     increased from 8.6% in 2001 and exceeds the March 2009 target of 6.5%.
•    Overall the March 2003 figures show the proportion of minority ethnic main grade probation
     officers at 12.1%.
•    Each of the 42 probation boards published a Race Equality Scheme by 31st May 2002. The
     Actions Plans within each of these Schemes will help to ensure that the NPS, as an
     organisation, fulfils its duties under the Race Relations (Amendment) Act 2000 and promotes
     race equality and equality of opportunity for all staff.
•    Implementation of race and ethnic monitoring according to the Census 2001 16+1
     categorisation.
•    More focussed approaches to work with racially motivated offenders are being developed.
     Interventions are being tailored to minority ethnic offenders and community safety work with
     minority ethnic groups is being reviewed.
The table below shows performance against regional targets as at December 2000 and March
2003 along with the 2009 targets.

Missing Data
The 16+1 census classification of race and ethnicity became mandatory in April 2003. In
Performance Report 13, we published data from RDS (from Areas’ quarterly listings, formerly Form
20 returns) showing the proportion of new orders and licences made between January and April
2004 that did not have a correctly entered race and ethnic classification. We updated that
information for the following quarter in Performance Report 14 and will continue to publish it in
future reports.
The table below has not been updated since the last Performance Report due to the unavailability
of data from RDS. It shows the proportion of new orders and licences made between July and
September 2004 that did not have a correctly entered race and ethnic. Any codes that do not
match the 16+1 classification are regarded as missing. This shows the situation getting better in
most areas but London is a major concern with 20% of all new orders and 30% of licenses missing
the ethnic classification code. The Weighted Scorecard in 2005/06 will now include a target based
on this data.

7.      Sickness Absence - April 2004 to March 2005
From 1st July 2001, local areas were required to monitor sickness absence using a standard
format and provide quarterly monitoring returns to the NPD. Reporting was increased to monthly
in July 2002.
The target for 2002/03 was 10 days or fewer sickness absences per employee. This was reduced
to an average of 9 days per employee for 2003/04.
Many areas already have good systems for monitoring and managing absence and such good
practice is being shared across the national HR network.
This includes:
The national headline figure for 2003/04 was 12.3 days, up from 11.9 in 2002/03. The figure for
2004/05 was also 12.3 days. If the London quadrants are excluded from the calculations, the
national figure drops to 11.7 days on average. The average number of days’ absence per
employee is split by long and short-term sickness to highlight the variation in performance between
areas.
Only three areas are currently achieving the target by having fewer than nine days sickness or
fewer per employee per year, but a further eight areas are achieving the old target by having fewer
than 10 days.

8.          Victim Contact – April to December 2004
The NPS Business Plan makes it clear that the National Probation Service delivers services to
victims as well as offenders. The National Standard for victim contact work is that probation areas
should offer face-to-face contact between the victim (or family) and a member of the probation
service (or agent) within 8 weeks of the offender being sentenced. The NPS target is to make
initial contact within that timescale in 85% of all eligible cases. This was exceeded in 2003/04 and
performance continued to improve in the first three quarters of 2004/05 with 93% of victims
contacted in accordance with the national standard.

The aim is to improve the timeliness of the NPS reports (PSRs) to the magistrates' courts.
National Standards specify that the report should be provided within 15 working days.
The figures presented here do not reflect those occasions on which courts adjourn for longer than
15 days, i.e. where the court's timetable is satisfied but the National Standard is not.
In some local areas, discussions with sentencers continue to try to ensure that PSRs are only
sought on cases where a community penalty or imprisonment is the likely outcome. Capacity
issues are increasingly important in the light of OASys and local workload agreements.
Performance peaked in 2001/02 when this was a cash performance-linked measure and fell
sharply in 2003/04. Performance for 2004/05 improved to 73%.
