Dubai Creek Harbour Development implemented an Electrical Safe System of Working (ESSWP) with various training levels provided to staff and operatives. ESSWP identification cards were issued after training. The ESSWP organization chart identified emergency contact personnel and permit to work and entry log procedures. Precautions like pre-task briefings, warning signs, lockout/tagout, and refresher training were conducted for live panel and apartment board testing. A watchman was assigned to control low voltage room access.

Various level of ESSWP Training for Operatives
and staffs by Appointed person (Level 1,2,3)
since starting of ESSW implementation.
ESSWP ID Cards issued for authorized
operatives and staff after training.
ESSWP Organization Chart:

Pre-task briefing conducted for LV room panel
energization and lockout tag out by T&C In-charge.
Warning & Caution signage displayed at all ESSWP
applicable areas for restrict unauthorized entry
Lockout tag out provided during live testing
on apartment DB.
Lockout Tag out provided for Busbar tape offf
box isolator for energy isolation
Refresher training conducted for live testing
team by Supervisor and HSE Team.
Permanent Watchman assigned for LV room
access control with entry log book.
The key messages are…
• The risk of electric shock from correctly installed and maintained power
sources is negligible, provided that sensible precautions are taken by the
operator and correct work procedures are followed
• Ensure that the right person is carrying out electrical work – licensed
versus competent
• Electricity is essential but, improperly used, it can be DEADLY !
