Migration of pms_purchase from 14.0 to Odoo 19.0 following OCA maintainer-tools guidelines.

Changes applied

  • Version bumped to 19.0.1.0.0
  • <tree> → <list>, oe_chatter → <chatter/>
  • Python attribute string fixes (W8113, W0622, W8161, E8148)
  • pyproject.toml added (whool build system)
  • README fragments converted to Markdown
  • pre-commit passes (ruff + pylint_odoo)
