Labelmap background support via Pixel Padd. Value.

According to the DICOM standard, Pixel Padding Value (0028,0120) marks
the labelmap background. dcmseg derives the value, its Background
segment and the element from one source on write, and enforces
pixel-value coverage via a configurable mode (see dcmseg.dox).

dcmiod: General Equipment Module Pixel Padding Value access (US/SS
VR query) plus an IODRule active-on-write flag.
