running isbg and imapfilter until they succeed

adding a way to run isbg and imapfilter until they return successfully.

my ISP may have an issue with the IMAP server, sometimes the connection just ends, and isbg or imapfilter just exit, so some spams are seen, flagged but not moved, or even not flagged.
