release v0.2.0 for cross-border e-commerce PRD

feat: Add Windows/WSL native compat and Docker AMD64 fixes

This commit includes:
1. Docker build instructions instead of pulling ARM64 image (fixes exec format error).
2. New setup-wsl.bat and run-dashboard.bat bridging scripts for Windows to WSL handoffs.
3. CLAUDE.md persistent memory explaining the entire Windows/WSL + Docker ecosystem deployment history.
4. Various script updates for newline (\r) sanitation for pure Linux environments.
