bnx: VLAN tag reception support

The bnx device automatically strips a VLAN tag in an Ethernet frame.
Previously received VLAN packets were dropped in the driver.  This
changeset introduces insertion of a VLAN tag to each received VLAN
packet.  Buffer addresses for received packets are moved to avoid
copying entire VLAN packets.
