ci(release): use npm Trusted Publishing (OIDC), drop NPM_TOKEN

Switch the publish workflow to npm trusted publishing: upgrade npm to >=11.5.1 and run npm publish --access public with id-token: write and no token. Requires a trusted publisher configured for the package on npmjs.com pointing at ether/webcomponents + publish.yml. Bump to 0.0.13 (v0.0.12 tag already taken).
