Rosalind v0.1.0 — memory as a verifiable contract

First tagged release. Bounded whole-genome germline calling + a reproducible ML
feature substrate, with memory you predict (plan), honor (--enforce), and verify
(receipt). Prebuilt binaries + the rosalind-budget GitHub Action. See CHANGELOG.md.
