* Pass at upgrading to .NET 6 since 7 isnt supported by some packaging tools

* Update `dotnet-tarball` to `0.1.220`

* Update `dotnet-rpm` to `0.1.220`

* Updated `DebDotNetDependencies` to include `libssl3`
