feat: Introduce gocommit for AI-assisted commit messages

- Add new tool and associated files (Windows and Linux versions)
- Update version.go with new release information
- Include license file and binary assets for different architectures
- Modify version.go to reflect updates
- Use Ollama models for message generation, configure with model settings
