This pull request is to include a known working solution of user delegation in zrepl, it invites other to share their solution to user delegation, but gives other a solution to work from in case they do not want to give zrepl root access.
Included are notes of the restrictions/permissions needed for zfs to work, the issues, and conclusions so far.
