% ATTRIBUTES line param name-value convention style error for Dielectric Permittivity #3

Each name/value pair must be between quotation marks.
For example: "Thickness":"4.0E-8 m"
Dielectric Permittivity breaks this convention in the latest version of FetCh.
For example: "Dielectric Permittivity":3.9 instead of "Dielectric Permittivity":"3.9"
This is a new bug observed in the saved CSV files. It was not present before.
