the DOJ raw data sometimes contains two ORIs for the same agency (e.g. ALAMEDA CO SO, LASSEN CO SO). Those show up as two separate entries (and two separate screens). Probably requires an ORI-aliasing step in the processing pipeline, so we can show the aggregates across ORIs for these agencies.
