Update and rename NOVOLoci0.3.pl to NOVOLoci0.4.pl

- Several bugs were fixed
- Improved assembly for shorter read lengths

Update and rename NOVOLoci0.2.pl to NOVOLoci0.3.pl

Create config.txt
