Toolbar is hidden on narrow displays #6

Resize the wave display to be less than the fixed width of a Sketchpad 
instance. The tool bar is completely hidden from view with no hint to its 
existence. Small displays will start at such a size and users may not 
discover alternate tools or color options.

A simple solution would be to move the toolbar to the left. Canvas elements 
do not resize gracefully, so a variable width gadget may be out of the 
question for now.
